WHEREAS, on October 5, 2010, the St. Croix County Board of Supervisors adopted a resolution
requiring any position in which a vacancy occurs to be reviewed by the parent committee, the
Administration Committee and the County Board prior to refilling; and
WHEREAS, the Health and Human Services Committee is the parent committee for the position of
Nurse Practitioner in the Health and Human Services Department; and
WHEREAS, a vacancy has occurred in this position; and
WHEREAS, the Health and Human Services Committee has reviewed the position and determined the
position is necessary and there are no viable alternatives to filling the positions, and therefore
recommends that the vacant position be filled; and
WHEREAS, the Administration Committee has reviewed the position and agrees with the conclusions of
the Health and Human Services Committee and recommends the position be filled; and
WHEREAS, the County Board has reviewed the position and agrees with the conclusions of the Health
and Human Services Committee and the Administration Committee and concludes that the position
should be filled.
THEREFORE, be it resolved by the St. Croix County Board of Supervisors that the position of Nurse
Practitioner in the Health and Human Services Department be filled.

Position Justification
Position Title: Nurse Practitioner for Women's Health, with prescriptive authority and current
NPI number FTE work Agreement /No Benefits
1. What has been the recent annual and monthly trend of work performed by the
position?
Increased work related to OSHA (Occupational Safety Health Administration)
guidelines; CLIA (Clinical Laboratory Improvement Amendment)—Responsible for
laboratory compliance and training for PH and the St Croix County Health Care Center.
Complexity of patient care has increased; Assures reproductive Health Clinical
Guidelines are followed; provides training to community partners and PH staff and
DHHS staff. This position was consolidated from a.8 FTE employee, then a.6 FTE and
then to a.4 contract employee in 2008. 793 NP visits were done in 2010 and 948 in
2009.
Increased numbers of communicable diseases related to sexual health (2009= 90 cases
and 2010=128 cases),
2. Who fills in for the position during absences for PTO?
No one fills the position during absences for PTO. The current APNP is available for
consultation when not on site.
3. What will be the impact to the public of a delay in filling the position? There would
be no clinical services provided and no consultation services for the Reproductive Health
Nurse.
Given the public health goal of "one stop shopping" this would be a detriment to this
goal. WIC, Prenatal Care coordination and Economic Support are all here but patients
would have to be sent elsewhere for reproductive health exams, breast and cervical
cancer screenings, sexually transmitted disease screening etc. Collaboration between
Reproductive Health and the Prenatal Care Coordination Programs are a grant
requirement.
Memos of understanding (MOU'S) would have to be developed with other health care
providers (to address billing, confidential patient population, SCC covered services,
prescriptions and supplies and e-prescriptions)
Number of providers would have to be identified -fewer there are, the easier It is to
manage, however this restricts access to care. If a patient has a outstanding bill at any of
the clinics except Baldwin they cannot be seen unless actively paying on the outstanding
balance. This restricts patients from getting care near their home, and would mean
patients would have to travel for their care. Given the economy this would be another
hardship for patients
