HomeMy WebLinkAboutResolution 2011 (55) RESOLUTION TO REFILL OUTREACH COORDINATOR POSITION Resolution No.. - ' 5E (d, 6v 1) St. Croix County, Wisconsin WHEREAS, on October 5, 2010, the St. Croix County Board of Supervisors adopted a resolution requiring any position in which a vacancy occurs to be reviewed by the parent committee, the Administration Committee and the County Board prior to refilling; and VVHEREAS, the Health and Human Services Committee is the parent committee for the position of Social Worker in the Health and Human Services Department; and WHEREAS, a vacancy has occurred in this position; and WHEREAS, the Health and Human Services Committee has reviewed the position and determined the position is necessary and there are no viable alternatives to filling the positions, and therefore recommends that the vacant position be filled; and WHEREAS, the Administration Committee has reviewed the position and agrees with the conclusions of the Health and Human Services Committee and recommends the position be filled; and WHEREAS, the County Board has reviewed the position and agrees with the conclusions of the Health and Human Services Committee and the Administration Committee and concludes that the position should be filled. THEREFORE, be it resolved by the St. Croix County Board of Supervisors that the position of Outreach Coordinator in the Health and Human Services Department be filled. What has been the recent annual and monthly trend of work performed by the position? For this permanent part-time position, the Outreach Coordinator meets with older adults and/or their caregivers to facilitate in-home needs assessments. Eligibility is determined for Home-Delivered Meals and liquid supplement programs. Assessments are also intended to identify needs that may be met by other services available; appropriate referrals for these services are made. The Outreach Coordinator is also part of the Nutrition Advisory Council, attends the Nutrition Program Managers' meetings, and assists with ADRC sponsored events. 2. Who fills in for the position during absences for PT Currently, the Administrative Assistant assists with the referrals for Home-Delivered Meals and Liquid Supplement as well as scheduling volunteers to fill the vacancies on the Hudson Home-delivered meal route when the Outreach Coordinator is absent or on vacation. In-home visits are done when the Outreach Coordinator returns and are scheduled annually according to the participants start date. 3. What will be the impact to the public of a delay in filling the position? It is required under the Older Americans Act each person applying for home-delivered meals shall be assessed in their home or over the phone to determine the individual's need for nutrition and other services. A written personal assessment shall be completed no later than four weeks from beginning meal service, and shall include a home visit, eligibility assessment, and an assessment of the type of meal appropriate for the participant in her or his living environment. Reassessment of continued need for service shall be done in the home of the participant every six to twelve months. A full reassessment visit is required at least once per year. Between-year assessments may be brief and/or completed face to face. The Outreach Coordinator trains and schedules the volunteers for the Hudson Home-Delivered Meal program. Volunteer schedules are completed on a monthly basis to cover the four routes in the town of Hudson. When no volunteers are available, the Outreach Coordinator fills in to deliver the meals on the route needed. 4. How much is the net savings for each month the position is unfilled? This is non-benefited position at $16.48/hr for 19 hours a week. The monthly savings would be under $2,000/month. ($16.48 x 19 = $313.12 + $36.32* x 4 = $1,397.76. *Retirement is 11.6% of gross). 5. Are there opportunities to automate tasks (in the whole department - not just for this position) to reduce staff workload? No, this position requires a face-to-face with clients.
