THERAPIST/FAMILY SERVICE COORDINATOR AND FELL

WHEREAS, on October 5, 20 the St. Croix County Board of Supervisors adopted a resolution
requiring any position in which a vacancy occurs to be reviewed by the parent committee, the
Administration Committee and the County Board prior to refilling; and
WHEREAS, the Health and Human Services Board is the parent committee for the position of Early
Intervention Supervisor in the Health and Human Services Department; and
WHEREAS, a vacancy has occurred in this position; and
WHEREAS, the Health and Human Services Board has reviewed the vacant position and recommends
not filling the position as is but rather restructuring the position to a Speech Therapist/Family Service
Coordinator and then filled; and
WHEREAS, the Administration Committee has reviewed the position and agrees with the conclusions of
the Health and Human Services Board and recommends the positions be restructured as recommended
and then filled; and
WHEREAS, the County Board has reviewed the position and agrees with the conclusions of the Health
and Human Services Board and the Administration Committee and concludes that the position should be
restructured and then filled.
THEREFORE, be it resolved by the St. Croix County Board of Supervisors that the position of Early
Intervention Supervisor in the Health and Human Services Department be restructured to a Speech
Therapist/Family Service Coordinator and filled.

Position Justification
Position Title: Birth to 3 Family Service .Coordinator FTE 1.0
(formerly Director, Early Intervention)
1. What has been the recent annual and monthly trend of work performed by the
position?
Currently, this position is a Director, position, and it is proposed that the position be
modifled to a service coordinator position. The person filling this position would not be
responsible for contracts, budget, or fiscal reporting and the B -3 staff would need to
work as a team to complete compliance reporting and other program reports required by
the State.
Over the pastfew years, there has been.a significant increase in State and Federal
reporting, as well as mandated changes involving services and service coordination.. 'The
program director has spent an' increasing amount of time on administrative activity and
staff support and supervision to perform the new tasks. In this proposal, administrative
activities would be completed by the Health Officer and fiscal reporting would be
completed by Finance.
Due to increase in referrals and enrollment, as well as administrative responsibilities, the
Director assigns approximately 50% of the referrals to B -3 Family Service Coordinators,
rathdr than performing all intake functions as she had in the past.
There has been a trend toward increased community collaborations for all program staff,
as well. These activities are expected to continue and are time consuming.
Another recent trend is more time spent responding to consumers who want more
services or have multiple family issues or complex needs.
2. Who fills in for the position during absences for PTO?
The other Z professional Birth to 3 staff and the Health Officer perform urgent tasks.
Other work accumulates until the employee returns.
3. What will be the impact to the public of a delay in filling the position?
If there is a delay in filling this position, it is likely that referral response will be delayed
and there is risk for non - compliance with the Birth to 3 mandate found in DHS 90.
Sanctions can be imposed if these situations occur.
There will be less Birth to 3 presence in community collaboration activities.
4. How much is the net savings for each inonth the position is. unfilled?
If the position was not filled at the current pay rate, the savings would be approximately
$7500 depending on the insurance enrollment (single vs. family).
5. Are there opportunities to automate tasks (in the whole department -not just for
this position) to reduce staff workload?
Possibly additional technology could streamline some of the data entry and report
writing, for example voice recognition software to complete forms. SqJhvare or data
programs could possibly be developed to automatically fill multiple forms from one entry.
Early Intervention Supervisor
FLSA Status; Exempt
General Definition of Work
Performs difficult professional work supervising and directing the coordination of services in compliance with state and
federal standards; monitoring the progress and service delivery; overseeing the maintenance of records and files, and related
work as apparent or assigned. Work is performed under the general direction of the Public Health Officer /Coordinator.
Divisional supervision is exercised over Occupational Therapist, Early Intervention Teacher, and Early Intervention
Program Aide.
Qualification Requirements

Essential Functions
Ensures program compliance with state and federal mandates by developing policies and procedures, training staff,
preparing state reports, reviewing files and records, monitoring program and client service activities.
Develops the Birth -to -3 Program budget and contracts for purchased services.
Monitors expenditures; authorizes purchases and payments for purchased services.
Provides direction, consultation and orientation to County staff and contracted therapists.
Assigns, directs, trains and reviews staff work; handles disciplinary issues; evaluates performance; provides coaching and/or
counseling; recommends hires, suspension and terminations.
Coordinates and conducts the Birth-to-3 Program self assessment, program development, long -range planning and program
evaluation.
Coordinates the Birth to- 3poogram services with community agencies; develops interagency, agreements; provides
consultation for other agencies and departments.
Performs intake visits and developmental screenings.
Performs developmental evaluations and participates in team assessments of infants and toddlers.
Submits referrals to providers, community partners, resources or other agencies and facilitates service plan meetings with
families and providers.
Knowledge, Skills and Abilities
Comprehensive knowledge of HFS 90 and reporting requirements; thorough knowledge of service delivery practices to
infants and toddlers with disabilities and their families; thorough knowledge of development for infants and toddlers;
general knowledge of advocacy techniques; general knowledge of community programs that provide services to infants ages
0 through 3; skill in negotiating and accessing services for families, developing support systems and coordinating programs;
skill ha collecting, reviewing and recording intake data; ability to communicate effectively with families and a variety of
individuals and agencies serving infants and toddlers; ability to maintain required confidentiality; ability to interpret and
implement various Federal and State mandates..
Education and Experience
Bachelor's degree in early childhood special education, social work, or related field and considerable experience working
with children having developmental delays including moderate experience in staff supervision and program administration ,
or equivalent combination of education and experience.
Physical Requirements
This work requires the occasional exertion of up to 25 pounds of force; work regularly requires sitting and speaking or
hearing, frequently requires walking and using hands to finger, handle or feel and occasionally requires standing, climbing
or balancing, stooping, kneeling, crouching or crawling, reaching with hands and arms, lifting and repetitive motions; work
requires close vision, distance vision, ability to adjust focus, depth perception and color perception; vocal communication is
required for expressing or exchanging ideas by means of the spoken word; hearing is required to perceive information at
normal spoken word levels; work requires preparing and analyzing written or computer data, operating motor vehicles or
equipment and observing general surroundings and activities; work occasionally requires exposure to bloodborne pathogens
and may be required to wear specialized personal protective equipment, work is generally in a moderately noisy location
(e.g. business office, light traffic).
Special Requirements
Valid driver's license.
Speech Therapist/Family Service Coordinator
FLSA Status: .Exempt
General Definition of Work
Performs intermediate professional work performing family service coordination, providing speech therapy services,
working with staff, parents and children, participating in screenings, and related work as apparent or assigned. Work is
performed under the limited supervision of the Public Health Officer /Coordinator.
Qualification Requirements
To perform this job successfully, an individual must be able to perform each essential fun ction satisfactorily. The
requirements listed below are representative of the knowledge, skill and/or ability required. Reasonable accommodations
may be made to enable an individual with disabilities to perform the essential functions.
Essential Functions
Provides speech therapy services to program participants.
Submits referrals to providers or community partners, resources or agencies.
Facilitates service plan meetings with providers; maintains contact with providers to monitor plan and schedule evaluations
and other meetings; provides support to family in service plan implementation.
Provides community based and in -home services to children ages birth -to -3 having delayed or atypical development.
Works with staff parents and caregivers in screening, teaching and monitoring the developmental skills in children aged
birth -to -3.
Performs standardized evaluations; participates in multi- disciplinary team assessments; interprets results; prepares reports
and service plans.
Provides information to families and caregivers assisting them in understanding child developmental needs.
Conducts intake visits, including developmental screenings.
Knowledge, Skills and Abilities
Thorough knowledge of the principles, practices and procedures of specialty area, thorough knowledge of the principles and
methodology of providing effective therapy for special needs clients; thorough knowledge of infant and toddler
development; thorough knowledge ofrules, regulations and procedures; ability to establish and maintain standards of
behavior; ability to deliver articulate oral presentations and written reports; ability to establish and maintain effective
working relationships with other staff, professionals, children and parents.
Education and Experience
Masters degree in Communications Disorders and experience with young children who have developmental disabilities,
completion of clinical competencies, or equivalent combination of education and experience.
Physical Requirements
This work requires the regular exertion of up to 25 pounds of force and occasional exertion of up to 50 pounds of force;
work regularly requires speaking or hearing, frequently requires sitting, using hands to finger, handle or feel and stooping,
kneeling, crouching or crawling and occasionally requires standing, walking, climbing or balancing, reaching with hands
and arms, pushing or pulling, lifting and repetitive motions; work requires close vision, distance vision, ability to adjust

analyzing written or computer data, visual inspection involving small defects and/or small parts, operating motor vehicles or
equipment and observing general surroundings and activities; work occasionally requires exposure to outdoor weather
conditions and exposure to bloodbome pathogens and may be required to wear specialized personal protective equipment;
work is generally in a moderately noisy location (e.g. business office, light traffic).
Special Requirements
State of Wisconsin Speech Therapist License.
Valid driver's license.

Special Requirements
Wisconsin Licensure as Licensed Clinical Social Worker, Licensed Marriage and Family Therapist or Licensed
Professional Counselor, or Certification as an Advanced Practice Social Worker.
Ability to maintain required Licensure or Certification through continuing education.
