Code when the tanks are no bnger used as POWTS components Septic or pump tar k manhole risers, access ruts and covers should be inspected for water tightness and soundness. Access openings used for service and assessment strati be sealed watertight upon the cordon of service. Any opening deemed unsound, defective, or subject to failure mus be repl aced. Fwd access openings greater than 8 inches in diameter shall be securw by an effective hocking device to prevent acc idental or unauthorized entry into a tank or component. Septic Tank The septic tank shall be maintained by an individual certified to service septic tanks under s. 281.48, Slats. The contents of the septic tank shall be disposed of in accordance with NR 113, Wis. Adm. C ode. The operatio3 condition of the septic tank and outlet filter shall be assessed at least one a every 3 years by inspection. The outlet filter shall be cleaned as necessary to ensure proper operation. The fdter cartridge should not be removed unless provisions are made to retain so ids in the tank that may slough off the later when removed from its enclosure. If the filter is equipped with an alarm, the filter shag be serviced if the alarm is activated continuously. Intermittentflter alarms may indicate surge flows or an impending continuous alarm. The septic tank slag ham its contents removed when the volume of sludge and scum in the tank exceeds 1t3 the liquid volume of the tank. if the contents (f the tank are not removed at the time of a triennial assessment, maintenance personnel shag advise the owner of when the next service needs fa be perfumed to maintain less than maximum scum and sludge accumulation in the tank. The addition of biWo" or chemical additives to enhance septic tank performance is generally not requi red. However, if such products are used they shag be approved for septic tank use by the Department of Commerce. Pump Tank The pump (dosing;: tank shag be inspected at least once every 3 years. All switches, alarms. and pumps shag be tested to verify proper operation. If an effhue nt fWar is installed within the tank it shag be inspected and serviced as necessary. Mound and Pressure Dlstribulion System No trees or shrubs should be planted our the mound. Plantings may be made around the mound's perimeter, and the mound shall be seeded and mulched is necessary to prevent erosion and to provide some protection froth frost penetration. Traffic (other than for vegetative maintenan. , ;e) on the mound is not recommended since sal compaction may hinder aeration of the infiltrative surface within the mound and snow Corr partiob in the winter will promote frost penetration. Cold weather installations (October - February) dictate that the mound be heavily mu ched as protection from freezing. Influent quality into; the mound system may not exceed 220 mg/L BOD 150 mglL TSS, and 30 mg& FOG for septic tank effluent or 30 mg1L BODs, 30 mg& ` -SS,10 mg1L FOG, and 10 c fu1100 mL for highly treated effluent influent flow may not exceed maximum design flow specified in the permit for this irtstallation. The pressure asoix tion system is provided with a fimtshing point at the end of each lateral, and it is recommended that each lateral be flushed of accumulate d solo at least once every 18 months. When a pressure test is performed it should be compared to the initial test when the system was installed to determine if orifice dogging has occurred and if orifice cleaning is required to maintain equal distribution within the dispersal cell. Observation pipes within the dispersal cell shag be checked for effluent ponding_ Ponding levels shag be reported to the owner, and any Ievels above 6 inches considered as an impending hydraulic failure requiring additional. more frequent monitoring.. Confinoertcy Plan If the septic tank or any of! b components become defective the tank or component shag be repaired or replaced to keep the system in proper operating co nd Lion. If the dosing tank, twmp, pump controls, alarm or related wiring becomes defective the defective component(s) shag be immediately repaired or replaced with a component of the same or equal performance. If the mound compo nent falls to accept wastewater or begins to discharge wastewater to the ground surface, it will be repaired or replaced in its' preserr location by increasing basal area if toe leakage occurs or by removing biologically dogged absorption and dispersal media, and related piping, and replacing said components as deemed necessary to brag the system into proper operating condition. The property owners have requested the interpretive determination to have a functioning POWTS to serve the structure. II. PREPARATION OF REPORT This report is being prepared according to the standards set forth by Comm 85.60(2) of the Wisconsin Administrative Code and a guideline prepared by Leroy Jansky called "Preparing the Interpretive Determination Report." M. REQUIRED INFORMATION A. The Soil Evaluation Report has been conducted according to Comm 85.40 and is attached as part of this report. Seven backhoe pits were evaluated.' B. Local Hydrology 1. Surface Water: no ponding appears to take place on the site based on the slope of the land and vegetation. The tested area position is on the backslope of the hillslope. The site has a 10% slope. 2. Subsurface Water: some rainfall leaves the site and some is absorbed into the A horizon. The silt loam texture within the A horizon has good structure with root and worm action taking place. The subsoil has a higher clay content and a weaker, platy stricture which tends to hold more water due, to the evidence of redoximorphic features which varies from 8 to 18 inches. 3. Soil Saturation - soil appears to become saturated under the A horizon due to evidence of redoximorphic features. No water was observed in the five pits that were conducted. Page 2 - SAUNDERS lit NELSON Two pits that were observed at redoximorphic features in the A horizon. These two pits are located 30 feet to the south and downslope of the pits that are being used for a proposed system area. 4. Surface Water Elevations - this area is within the Lower Chippewa River Basin. There are no surface waters near the proposed site. See the attached map from the U.S. Geological Survey. Carr Creek is located approximately 1 % mites to the east and flows at a southeasterly direction to the Eau Galte River which is 2 Ih mites to the west. Two drainage ways existed 1 % miles to the east and west of the site. See attached St. Croix County GIS map. C. Geomorphology 1. Parent Material - The parent material is loess over glacial till. 2. Landform Type - The proposed system is in a layer of Bitty material over glacial deposits. D. Landscape Position and Local Topography - The proposed system is located more to the bottom location of the landscape and on the backslope of the area. The shape of the slope is linear. Soil Series and Mapping Units - The Solt Survey of St. Croix County has the area mapped as a Artand Series. This soil tester encountered the conditions to be more similar to the Skyberg Series which is mapped just north of the site. The clay loam till was observed; not sandstone. The typical profile per the Soil Survey for the Skyberg Series is (in a cultivated area): 0-8 very dark grayish brown, moderate structured silt loam 8 -10 ", grayish brown, friable, weak structured silt loam 10 -18 ", grayish brown, friable, moderate structured silt Loam, With common, fine mottles 18 -25 ", grayish brown, firm, moderate structured heavy loam with many prominent mottles The series is described as poorly drained soils on gently sloping areas on foot slopes and in drainageways of ground moraines. The site has more slope than described. Permeability is moderately slow and water capacity is high. Field Observations - the proposed site is in grass and has been the lawn area for many years with many large trees. The soils identified were similar to the Skyberg Series except clay loam and sandy clay loam was encountered. Estimation of the high ground water to be at 8 inches which is verified by the redoximorphic features. The entire landscape was dry. All soil pits had some moist conditions. There has been no cutting or filling in the area and no drain tile or ditches were observed. The construction of the roads bordering this property does limit water that is received on the site. G. Comparative Analysis - All soil borings had low and high redoximorphic conditions under the A horizon that were common, medium and distinctive. Two pits had 1 inch of no redoximorphic features under the A horizon. Two pits had redoximorphic features in the A horizon !which helps verify that prolonged saturation does occur but it is at a lower elevation than the proposed POWTS site being evaluated and that prolonged saturation does occur at 8 ". There is no prolonged saturation for more than 7 consecutive days within the top 6 ". H. Government Reports and Comments - This soil tester had an approved interpretive determination report on property located west approximately 3/4 mile of this site in 2004 on property owned by Jay and Jan Uldyrych. The soils were mapped Santiago silt loams. There are new and replacement mound systems within the area. IV. Conclusion and Recommendations - the site is suitable for a POWTS as evidenced by the redoximorphic conditions described above. There appears to be no evidence of hydric soils or hydrophytic vegetation. Most of the surface water leaves the site due to the position in the landscape. There is a slope to the site of 10% and no surface ponding anywhere. No prolonged saturation occurs within the top 8" as evidenced by tack of the redoximorphic features. 1. The sand fill shall be 2.50' of ASTM C -33 code required. Page 5 - SAUNDERS 8t NELSON 2. The system shall be as long and narrow as possible. 3. Plow depth should be the maximum required depth of 12 inches during dry soil conditions so there is no chance of soil smearing. 4. The system loading rate to be 0.4 GPD /ft2. 5. Construct the toe area of the mound system at a 1:4 ratio instead of the required 1:3 to increase absorption area. 6. Recommended system elevation to be at 95.80 ft. The State of Wisconsin, Department of Commerce will review the site and report to make a final approval.
