RESOLUTION APPROVING LAW ENFORCEMENT SERVICES
AGREEMENT BETWEEN THE ST. CROIX COUNTY SHERIFF'S OFFICE
AND THE VILLAGE OF STAR PRAIRIE

BACKGROUND INFORMATION
The Village of Star Prairie has abolished their police department, pursuant to Wis. Stat. §
61.65(1)(a)4, pending approval of the agreement with the St. Croix County Sheriff's Office to
provide law enforcement services within the village. The Village of Star Prairie will pay the St.
Croix County Sheriff's Office for law enforcement services, pursuant to the attached agreement,
which was signed by the Village of Star Prairie Board President on January 4, 2024.

RESOLUTION APPROVING LAW ENFORCEMENT SERVICES
AGREEMENT BETWEEN THE ST. CROIX COUNTY SHERIFF'S OFFICE
AND THE VILLAGE OF STAR PRAIRIE
1 WHEREAS, Wis. Stat. § 66.0301 authorizes intergovernmental agreements between the
2 county and municipalities; and

4 WHEREAS, the Village of Star Prairie had previously created its own police
5 department, pursuant to Wis. Stat. § 61.65(1)(a)1; and
6
7 WHEREAS, Wis. Stat. § 61.65(1)(a)4 authorizes a village to abolish its police
8 department and contract with a county under Wis. Stat. § 59.03(2)(e) for the county sheriff to
9 provide law enforcement services in all parts of the village; and
10
11 WHEREAS, on December 12, 2023, the Village of Star Prairie voted to abolish their
12 police department; and
13
14 WHEREAS, the St. Croix County Sheriff and the Village of Star Prairie desire to enter
15 into an agreement whereby the Sheriff will provide law enforcement services to the village and
16 the village will compensate St. Croix County for the additional services; and

18 WHEREAS, the Village Board for the Village of Star Prairie has approved the Law
19 Enforcement Services Agreement on January 4, 2024; and
20
21 WHEREAS, the County Board is required to approve such an agreement; and
22
23 WHEREAS, a copy of the agreement is attached to this Resolution.

25 NOW, THEREFORE, BE IT RESOLVED by the St. Croix Board of Supervisors that
26 the attached agreement between the St. Croix County Sheriff, St. Croix County, and the Village
27 of Star Prairie for law enforcement services to be provided in all parts of the village is hereby
28 approved.

Legal Note:
Fiscal Impact: The Village of Star Prairie shall pay the county for the services provided by the
Sheriff's Office. Initial estimate is 20 hours per week at a full time rate of $83.00/per
hour or part time rate of $42.53 per hour. Village allocated budget of $80,000 per
year for services provided by the sheriff.
