BACKGROUND INFORMATION
Pursuant to Wis. Stat. § 16.61(4), records retention schedules must be updated every 10 years.
St. Croix County opted into the County General Records Schedule (GRS) and all associated
schedules created by the Wisconsin Public Records Board (WPRB) by providing Notification of
General Records Schedule Adoption to the WPRB on September 20, 2023. On December 12,
2023, the WPRB and the Wisconsin Historical Society (WHS) acknowledged the notification
and authorized St. Croix County to utilize the GRS and all associated schedules.

ORDINANCE TO REPEAL AND RECREATE CHAPTER 2 – RECORDS
RETENTION AND DISPOSITION – OF THE ST. CROIX COUNTY CODE
OF ORDINANCES
1 WHEREAS, on March 4, 2014, the St. Croix County Board of Supervisors adopted the
2 recreated Chapter 2 - Records Retention and Disposition - of the St. Croix County Code of
3 Ordinances by Ordinance No. 829(2014), which was approved by the Wisconsin Public Records
4 Board (WPRB) on March 26, 2014; and

6 WHEREAS, pursuant to Wis. Stat. § 16.61(4), records retention schedules sunset 10
7 years after WPRB approval; and

9 WHEREAS, St. Croix County’s currently approved records retention schedule contained
10 in Chapter 2 of the St. Croix County Code of Ordinances will expire on March 26, 2024; and

12 WHEREAS, on March 20, 2023, the WPRB established an updated County General
13 Records Schedule (County GRS) that is tailored to Wisconsin counties, is comprehensive and
14 flexible, is in compliance with legal mandates, and has been approved by the WPRB; and
15
16 WHEREAS, adopting the currently approved WPRB County GRS does not obligate the
17 county to create a record (i.e., airport records), it only requires the county to follow the schedule
18 if such records exist (i.e., county has created or received such records); and
19
20 WHEREAS, the WPRB and the Wisconsin Historical Society (WHS) approved St. Croix
21 County’s utilization of the County GRS and all associated schedules on December 12, 2023; and
22
23 WHEREAS, the Administration Committee recommends the St. Croix County Board of
24 Supervisors adopt the County GRS and all associated schedules, and repeal and recreate Chapter
25 2 as attached hereto.

27 NOW, THEREFORE, BE IT RESOLVED that the St. Croix County Board of
28 Supervisors does ordain that Chapter 2 - Records Retention and Disposition - of the St. Croix
29 County Code of Ordinances is repealed and recreated as attached hereto.

31 BE IT FURTHER RESOLVED that the updated Chapter 2 - Records Retention and
32 Disposition - of the St. Croix County Code of Ordinances will become effective upon
33 publication.
