BACKGROUND INFORMATION
Grandbon Holdings, LLC has applied to rezone 160 +/- acres of land in the Town of Star Prairie from the
R-1 Residential District to the R-2 Residential Zoning District.
A Class II notice was published in the Star Observer on November 2, 2023, and November 9, 2023,
establishing a public hearing on November 16, 2023, at 5:00 PM with the St. Croix County Community
Development Committee (CDC) in the St. Croix County Government Center Board Room, 1101
Carmichael Road, Hudson, Wisconsin.
The public hearing was opened by the CDC on November 16, 2023, and held open until:
1. December 14, 2023, 5:00 PM to allow adequate time for the Town of Star Prairie to review
and provide comment.
2. At the December 14, 2023, continued public hearing the Community Development
Committee held the public hearing open to February 15, 2024, 5:00 PM to honor the
request of the City of New Richmond to allow time to review and possibly comment on the
rezoning application.
The staff report/recommendation, rezoning application materials and copies of public comments are
included in the agenda packet.

1 The St. Croix County Board of Supervisors does hereby ordain as follows:

3 The St. Croix County Code of Ordinances, Land Use and Development, for the County of St.
4 Croix, Wisconsin, is hereby amended by rezoning the following property:

6 A parcel of land located in the SW ¼ and part of the SW ¼ of the SE ¼ of Section 21, 31N,
7 R18W, Town of Star Prairie, St. Croix County, Wisconsin, further described as follows:

9 The SW ¼ of Section 21, Township 31N, Range 18W; EXCEPT Lot 1 of Certified Survey Map
10 in Volume 12, page 3258, Document Number 559647.

14 Part of the SW ¼ of the SE ¼ of Section 21, Township 31N, Range 18W described as follows:
15 Lot 2 of Certified Survey Map filed May 20, 1997 in Volume 12 of Certified Survey Maps at

18 From R-1 Residential Zoning District to R-2 Residential Zoning District

20 The official zoning map of the Town of Star Prairie on file in the Community Development
21 Department shall be amended in accordance with this ordinance.

23 This ordinance shall be effective upon passage and publication as provided in Section 59.14 of
24 the Wisconsin Statutes. This ordinance shall not be codified.
