CROIX COUNTY 2024-2045 COMPREHENSIVE PLAN COVER MEMO TO: County Board of Supervisors FROM: Ken Witt, County Administrator Jason Kjeseth, Director DATE: March 5, 2024 AGENDA ITEM: Resolution to Recommend Adoption of the St. Croix County 2024-2045 Comprehensive Plan ______________________________________________________________________________ BACKGROUND INFORMATION A Class I notice was published in the Star Observer on January 11, 2024, establishing a public hearing on the St. Croix County Comprehensive Plan update document for February 15, 2024, at 5:00 PM with the St. Croix County Community Development Committee (CDC) in the St. Croix County Government Center Board Room, 1101 Carmichael Road, Hudson, Wisconsin 54016. Over the last 16 months, the St. Croix County Community Development Committee (CDC) and Community Development Department staff have been working on updating the comprehensive plan. The comprehensive plan is a document that provides a guide to the physical, social, and economic development of a local government unit and includes demographic, public survey data, goals, objectives, and maps on topics related to land use, transportation, natural resources, agriculture, housing, and more. Public outreach for the development of the draft plan document has included: 1. University of Wisconsin-River Falls Research Center random sample survey of County residents on comprehensive plan topics in late 2022/early 2023. 2. Creation of a project webpage on the St. Croix County website to provide updated materials, survey results and upcoming meetings. 3. Promoted and gathered information on an open access online survey in late 2022/early 2023. 4. Facilitated two public open houses in December of 2022 to promote the project and seek input on issues. 5. Advertised public meetings and work sessions with the Community Development Committee throughout 2023 to discuss updates to the comprehensive plan document. 6. Promotion of open houses and meetings on the County website, social media, and local news publications. 7. Promotion of the project on River Channel Public Television. 8. February 8, 2024 - Open house to discuss and highlight the comprehensive plan update. 9. February 15, 2024 - Public hearing on comprehensive plan update with St. Croix County Community Development Committee. 10. Provided information of February 2024 open house, public hearing, and draft document to 150+ contacts including all cities, villages, towns, and school districts in the County, local Chambers of Commerce, interest groups, and professional groups (engineers, surveyors, etc.). Resolution No. 9 (2024) RESOLUTION TO RECOMMEND ADOPTION OF THE ST. CROIX COUNTY 2024-2045 COMPREHENSIVE PLAN 1 WHEREAS, St. Croix County is authorized to prepare and adopt a comprehensive plan 2 as defined in Wis. Stat. § 66.1001(1)(a); and 3 4 WHEREAS, pursuant to Wis. Stat. § 59.69(2), the St. Croix County Board of 5 Supervisors has appointed the Community Development Committee as the County Planning and 6 Zoning agency to develop and prepare a comprehensive plan for County Board adoption; and 7 8 WHEREAS, St. Croix County has adopted written public participation procedures 9 designed to foster public participation in every stage of the preparation of the comprehensive 10 plan as required by Wis. Stat. § 66.1001(4)(a); and 11 12 WHEREAS, the St. Croix County Community Development Committee has met for 13 over 16 months to develop and prepare a comprehensive plan that will meet the requirements of 14 state law; and 15 16 WHEREAS, the St. Croix County Community Development Committee has held public 17 meetings and work sessions, provided public notice of events and meetings, conducted public 18 opinion surveys, held open houses for public input, maintained a public project webpage of all 19 plan development and background materials, and has followed the public participation 20 procedures as outlined in the adopted St. Croix County public participation plan; and 21 22 WHEREAS, the St. Croix County Community Development Committee has developed a 23 plan that contains all the elements required by Wis. Stat. § 66.1001(2) including Issues and 24 Opportunities, Land Use, Agricultural Resources, Natural Resources, Transportation, Economic 25 Development, Housing, Utilities and Community Facilities, Cultural Resources, 26 Intergovernmental Cooperation, and Implementation; and 27 28 WHEREAS, each of the elements in the plan include a descriptive narrative of 29 background material, trend analysis and projections, maps, goals, objectives, and policies as 30 specified by state statute. 31 32 NOW, THEREFORE, BE IT RESOLVED that the St. Croix County Community 33 Development Committee hereby recommends approval of the St. Croix County 2024-2045 34 Comprehensive Plan to the St. Croix County Board of Supervisors for adoption. 35 36 BE IT FURTHER RESOLVED that the St. Croix County Community Development 37 Committee hereby recommends, pursuant to Wis. Stat. § 66.1001(4)(c), that the St. Croix County 38 Board of Supervisors adopt an ordinance, which will constitute its adoption of the St. Croix 39 County 2024-2045 Comprehensive Plan as the County’s comprehensive plan under Wis. Stat. § 40 66.1001. 41 42 BE IT FURTHER RESOLVED that the St. Croix County Community Development 43 Committee, pursuant to Wis. Stat. § 66.1001(4)(b), will distribute the recommended plan to the 44 recipients listed in said statute.
