HomeMy WebLinkAboutResolution 2024 (10) Resolution No. 10 (2024) RESOLUTION SUPPORTING 2024 WISCONSIN DNR STEWARDSHIP GRANT APPLICATION FOR GLEN HILLS COUNTY PARK SHOWER/RESTROOM BUILDING COVER MEMO TO: County Board of Supervisors FROM: Ken Witt, County Administrator Jason Kjeseth, Director DATE: March 5, 2024 AGENDA ITEM: Resolution Supporting 2024 Wisconsin DNR Stewardship Grant Application for Glen Hills County Park Shower/Restroom Building ______________________________________________________________________________ BACKGROUND INFORMATION On February 1, 2022, the St. Croix County Board of Supervisors adopted the St. Croix County Outdoor Recreation Plan. The plan identifies the need to develop St. Croix County land to provide low-impact, nature-based facilities, parks, and natural areas to fulfill recreation needs with access to all residents and visitors. The plan provides specific action and improvement plans for St. Croix County Park facilities. A project identified in the Outdoor Recreation Plan is a new shower/restroom building with a sanitary system in the Glen Hills County Park Peninsula Campground that would provide a modernized and accessible facility. Community Development Department staff is seeking authorization from the St. Croix County Board of Supervisors to apply to the Wisconsin Department of Natural Resources for financial assistance under the Knowles-Nelson Stewardship Program for park development projects. The project has been approved in the 2024 St. Croix County budget. The grant application is seeking $249,500 and would offset the cost of the shower/restroom building and sanitary system construction. Resolution No. 10 (2024) RESOLUTION SUPPORTING 2024 WISCONSIN DNR STEWARDSHIP GRANT APPLICATION FOR GLEN HILLS COUNTY PARK SHOWER/RESTROOM BUILDING 1 WHER EAS, the St. Croix County Outdoor Recreation Plan, adopted by the County 2 Board of Supervisors identifies the need to develop County land to provide low-impact, 3 nature-based facilities, parks, and natural areas to fulfill recreational needs with access 4 to all residents and visitors: and 5 6 WHEREAS, a priority project identified in the 2022 St. Croix County Outdoor 7 Recreation Plan is to develop a new combined shower/restroom facility with a sanitary 8 system at the Glen Hills Peninsula Campground area that would provide modernized 9 and accessible facilities for guests; and 10 11 WHEREAS, St. Croix County is projected to continue to be one of the fastest 12 growing counties in Wisconsin and the development of park facilities is needed to serve 13 a growing population; and 14 15 WHEREAS, St. Croix County has a perpetual lease from the State of Wisconsin 16 Conservation Commission to operate Glen Hills Park on 700-acres of land; and 17 18 WHEREAS, Glen Hills Park opened in 1974 and the addition of a 19 shower/restroom facility would complement existing activities at the park that includes a 20 group campground facility with 15 camping sites, 78 independent camping sites, two (2) 21 camper cabins, two picnic areas; three playgrounds and a nature’s playground area; 22 swimming beach; boat landing; canoe/kayak/row boat/paddle boat launch and rental; 23 multi-use sports field; earthen dam; scenic overlook; 9-hole disc golf; hiking, cross- 24 country ski and snowmobile trails; handicapped accessible fishing pier; and limited 25 hunting; and 26 27 WHEREAS, the Community Development Department seeks authorization to 28 apply to the Wisconsin Department of Natural Resources for financial assistance under 29 the Knowles-Nelson Stewardship Program; and 30 31 WHEREAS, the grant program funds park development projects at a 50% grant, 32 50% local match; and 33 34 THEREFORE, BE IT RESOLVED that the St. Croix County Board of Supervisors 35 authorizes the Community Development Director to submit a Stewardship Grant 36 application to the Wisconsin Department of Natural Resources for the construction of a 37 shower/restroom facility at Glen Hills Park. 38 39 FURTHER BE IT RESOLVED that the Community Development Department shall 40 comply with all Stewardship laws and regulations and will meet its obligations under the 41 terms of the grant. Legal – Fiscal – Administrative Approvals: Legal Note: Fiscal Impact: The County Board approved this capital improvement project as part of the 2024 operating budget.
