BACKGROUND INFORMATION
Compensation for elected officials must be established before nomination papers are
available for circulation. This resolution establishes a fixed rate of pay for the County
Clerk, County Treasurer, and Register of Deeds for the next 4-year term.
With significant inflation over the past few years, the County is seeing higher than
normal wage pressure, including the elected positions. The first two years mirror the rate
of the Clerk of Courts, whom is on an alternate schedule. This is done to maintain a level
of internal equity among elected officials. The year 2027 represents an additional catch
up adjustment and the year 2028 returns to a normal annual rate. The cumulative
increases average 4% per year over the four-year period, which is in line with what the
County is seeing in other counties that have started establishing their rates for these
positions. St. Croix County is the 17th largest of 72 Wisconsin counties and we are at the
18th highest rate for these positions in 2024. These rates are meant to maintain that
approximate level in comparison to the other counties.

RESOLUTION ESTABLISHING COMPENSATION FOR ELECTED
OFFICIALS FOR THE YEARS 2025-2028
1 WHEREAS, pursuant to Wis. Stat. § 59.22(1), the County Board must establish the total
2 annual compensation for services to be paid to county elected officials (other than supervisors
3 and circuit judges) prior to the earliest time for filing nomination papers for the county elective
4 office; and

6 WHEREAS, the St. Croix County Board desires to establish the total annual
7 compensation for county elected officials, which is separate and distinct from the fringe benefits
8 offered by the County to elected officials, and which fringe benefits are subject to increase or
9 decrease during the elected official's term at the discretion of the County Board and in
10 accordance with state and federal law; and

12 WHEREAS, as part of the County's fringe benefit program, county elected officials may
13 participate in the Wisconsin Retirement System in accordance with state law; and
14
15 WHEREAS, as part of the County's fringe benefit program, county elected officials may
16 elect to receive health insurance coverage under the same terms and conditions as the health
17 insurance coverage offered to non-represented managerial county employees; and

19 WHEREAS, the St. Croix County Administration Committee recommends that the total
20 annual compensation of the St. Croix County Clerk, Treasurer, and Register of Deeds whose
21 term extends through 2028 be established as follows:

28 NOW, THEREFORE, BE IT RESOLVED by the St Croix County Board of
29 Supervisors, that the total annual compensation for the county elected officials under Wis. Stat. §
30 59.22(1) shall be as recommended by the St. Croix County Administration Committee, effective
31 on the first day of a term of office that begins after the date of this Resolution.

33 BE IT FURTHER RESOLVED by the St Croix County Board of Supervisors that the
34 aforementioned county elected officials may participate in the Wisconsin Retirement System in
35 accordance with Chapter 40 of the Wisconsin Statutes.

37 BE IT FURTHER RESOLVED by the St. Croix County Board of Supervisors that the
38 aforementioned county officials are entitled to participate in the County health insurance
39 program subject to the terms and conditions of the program, which may be modified from time to
40 time, under the same terms and conditions as the health insurance coverage offered to non-
41 represented managerial employees.

Fiscal Impact: The resolution creates a $15,000 increase in compensation that will need to be
budgeted for 2025.
