This is derived from the cumulative values of two separate waste sources. A standard S-46 unit aerates at a sufficient rate to degrade approximately 3 Ib of BOD per day. Thus reducing the proposed effluent from 1200 to 220 mg/I (a reduction of 980 mg/I or 6.52 lb) could be done with three S-46 treating approximately 3,028 liters (or 800 gallons per day). The plan will incorporate three S-46 SludgeHammer units in the treatment train, more than adequate for the above treatment goals. Ponding Prior to Dosing is Evidence of a Developing Clogging Mat, or Reduced Infiltration Rates. j. Overflow or Seepage Problems. Often Apparent When Sewage Effluent has "Ponded" at Surface of Ground. 4. The Owner further agrees to pay the qualified maintenance provider for all charges incurred while inspecting, pumping, or otherwise servicing and/or maintaining the POWTS in such a manner as to prevent or abate any human health hazard caused by the POWTS. 5. The Owner agrees that if required by the qualified maintenance provider, to have any components of the POWTS corrected by a Wisconsin Licensed Master Plumber that has knowledge regarding the installation and/or repair of the POWTS. 6. The Owner contract is binding for two years from the date in which the final inspection is made for the fully installed POWTS. After consulting with our Corporation Counsel, we concluded that adding a new building to be used for training purposes, which have always been a key component of the camp/institutional use on the site, would not increase the nonconformity of the use and would therefore not require a special exception permit to bring the use into compliance with the current zoning ordinance. It will still need a sanitary permit and any building permits as required by the Dept. of Commerce. Let me know if you have any questions or need anything else from me. All structures are subject to the dimensional standards and general provisions listed in Section 17.36 G of the Ordinance. Filling and grading activities are regulated pursuant to Section 17.36 H.5, and storm water management and erosion control plans are required for most construction projects pursuant to Section 17.36 H.7 of the Ordinance. The "X" is in the SE 1/4 of the NW 1/4 of Section 13, T30N, R20W. The legal description for the boundary of the Riverway District on that parcel is as follows: "That portion of the NW 114 of the NW 114 lying North and West of a line extended Southwesterly form the north line of Section 13 at a point 660 feet East of the northwest corner of Section 13 to the west line of Section 13 at a point 660 feet South of the northwest corner of Section 13." Based on this information, it appears that the proposed building will not require a County Land Use Permit, only a Town Building Permit as we had discussed earlier. A surveyor could verify it for you to be certain. Incidentally, I checked our property records database to see if any permits had ever been issed by the County for -,the existing camp property, and none showed up. Are you aware of the history of the camp (when it was a 11�' established), or any permits obtained by the camp in the past? The reason I ask is to ensure that the proposed 1�#S building complies with the conditions of any previous permits and/or approvals. If the camp was established on ou .he site prior to the County Zoning Ordinance requiring permits for institutional uses/campgrounds, then it is likely o ao�e 30 0Ya legal nonconforming use with no permits. If you are proposing to construct the building anywhere within the NW quarter of the parcel, you may need to have the parcel surveyed to determine the exact limits of the Riverway District boundary. If the building is outside of the Riverway District and is more than 300 feet from the OHWM of the St. Croix River, then you shouldn't need a land use permit from the County, just a building permit from the Town of Somerset. We simply don't have the staff. This week wouldn't work for a site visit anyway since we are tied up preparing for our Board of Adjusment hearings that are scheduled this Thursday and Friday. Just so you are aware. the timeframe for land use permit approval is generally two weeks to one month (at least double that for special exceptions). We need to send copies of all applications to the DNR and to our Land and Water Conservation Department for review, and we also schedule site visits. We have site visits for recently submitted applications scheduled for next Tuesday, so if you get your application in before then, we may be able to process your land use permit application sooner. Unfortunately, I am booked the rest of this week and won't be able to meet with you before submitting your application. I could potentially schedule an appointment with you next Monday if that works for you. Let me know.
