1) Robert Orf to rezone approximately 189 +/- acres of land from Agriculture to
Ag /Residential. Location: The NW ' / 4 of the SW '/4, part of the SE' /4 of the NW
' /4, and the SW '/ of the NW '/4, all in Section 3, T29N -R19W, and the SE '/4 of
the NW '/ and the NE ' / 4 of the NW '/a of Section 35, T30N -R19W, Town of St.
Joseph.
2) *CANCELED Todd Bjerstedt to rezone approximately 260 +/- acres of land from
Agriculture to Ag /Residential. Location: The NW ' / 4 of the SW '/, the NE '/ of
the SW '/4, part of the SE '/a of the SW '/, the SW '/ of the NE '/4, the NW '/ of
the SE ' / 4, part of the SW '/4 of the SE '/4, SE '/4 of the SE '/4 and in part of the
NE' /4 of the SE' /4 of Section 22, all in T28N -R19W, Town of Troy.

March 12, 2003

Committee members present: Supervisors Art Jensen, Lois Burri, Veronica Anderson, Jan Zoerb
and Linda Luckey. Staff present: Steve Fisher and Deb Zimmermann
Chairman Jensen called the meeting to order at 7:00 p.m. A motion was made by Luckey,
seconded by Zoerb and carried to adopt the agenda. The next meeting is scheduled for March
25, 2003 at the Government Center in Hudson.
Jensen explained the hearing process and opened the hearing.
Robert and Shirley Orf: Fisher read the notice into the record. The request is to rezone
approximately 190 + / -acres of land from Agriculture to Ag/Residential. Location: The NW 1 /4 of
the SW 1 /4, part of the SE 1 /a of the NW '/4, and the SW 1 /a of the NW 1 /4, all in Section 3, T29N-
R19W, and the SE 1 /4 of the NW '/4 and the NE I/4 of the NW %4 of Section 35, T30N -R19W, Town
of St. Joseph.
Robert Orf, 603 River Road, Hudson, Wisconsin, is the owner of the property. Orf gave the
committee the history of the farm, and explained that this particular land is not good farmland.
He has spoken with an Estate Planner and wants to have this property rezoned for the future, for
his children. Is hard to sell property that is in Agriculture, and he would like it rezoned to
Ag/Residential, as there are more options for selling. His children are also interested in
purchasing some of the property for themselves. He believes he has met the requirements of the
county, and further stated that the suggestion of Ag -II is not an option he is interested in. Orf also
told the committee that a big part of the land is in the Managed Forest Law Program, and will be
in that program for some time.
Teresa Johnson, 289 122n Avenue, Hudson, is a member of the St. Joseph Town Board. She
stated that the Town has recommended approval of this request and the request has met one or
more of the rezoning criteria for St. Joseph. She believes that any other issues relating to the
property and how it will be used can addressed at the subdivision level.
Henry Lentz, citizen of the Town of St. Joseph, stated that 2/3 of the town is currently zoned
Ag/Residential, and supports the Orf s request.
There was no opposition to the request.
Fisher went over the staff report and the GIS and LESA maps with the committee. Staff has
concerns that there is no plan for a change in use on this property, and appears to be speculative
rezoning. Staff stated that the rezoning of this parcel is generally not consistent with the County
Plan. Fisher also added that it is not clear how this request does or does not meet the Town of St.
Joseph Comprehensive Plan dated 1995. Staff believes the Town needs to amend their Plan to
allow for these large acreage rezonings. Discussion held.
Motion by Anderson, seconded by Zoerb and carried to recess the hearing. Discussion held.
Motion by Luckey, seconded by Zoerb and carried to table the rezoning request to allow the
committee to review the material and consider the testimony given. This request will be placed
on the March 25 agenda.
Reconsideration of Decision for Ihle Rezoning (Town of St. Joseph): The committee
reviewed the final Ordinance for the Ihle rezoning that will be presented to County Board.
Discussion held.
Motion by Luckey, seconded by Zoerb and carried to reconsider the previous motion on the Ihle
rezoning request. Discussion held.
Motion by Luckey, seconded by Burri and carried to approve the Ordinance and forward to
County Board, with one change on finding #9 to change the wording "land" uses to
"commercial" uses.
Chairman Jensen declared the meeting adjourned at 7:55 p.m.
