St. Croix County Planning, Zoning and Parks Committee
January 22, 2003
St. Croix County Agricultural Center, Baldwin, Wisconsin
Committee members present: Supervisors Art Jensen, Veronica Anderson, Jan Zoerb and Linda
Luckey. Lois Burri was absent and excused. Staff present: Steve Fisher and Deb Zimmermann
Chairman Jensen called the meeting to order at 7:00 p.m. A motion was made by Anderson,
seconded by Zoerb and carried to adopt the agenda. The date of the next meeting is January 28
at the Government Center in Hudson.
Jensen explained the hearing process and opened the hearing.
Arthur and Marilyn Feyereisen Trust: Fisher read the notice into the record. The request is to
rezone approximately 80 + / -acres of land from Agriculture to Ag/Residential. Location: A
parcel of land located in the E t/2 of the SE t /4, Section 8, T28N -R19W, Town of Troy.
James Filkins, with Ogden Engineering, is representing the Feyereisens in this matter. He
explained that intention of the property owner is to subdivide the property, and he went over a
map showing the layout of the proposed subdivision. The subdivision of the property would
include a 32 -acre farmette with the original home and outbuildings. The Town of Troy has
approved of the plans and a Conservation Easement has been signed with the Town. Filkins
went over the plans, stating that there would be 17 lots, ranging from 1 -%z acres to 4 acres in size.
Fisher went over the staff report with the committee stating that staff has worked with Filkins on
this request for about 6 months. The staff believes the request is compliant with the Town Plan
and the St. Croix County Development Management Plan, and that the plan, as presented, is a
good plan for the property. Discussion held on the mobile home located on the property, the
sinkhole located on the property, and the responsibility for fence maintenance on the fences
surrounding the farmette area. There was no opposition to the request.
Motion by Jensen, seconded by Zoerb and carried to table the request until information is
gathered on outstanding issues with the mobile home, sinkhole, and the fencing. Filkins will
meet with Fisher on these issues and this request will then be placed on a future agenda.
Larrie Quam: Erin Heck, Attorney for Quam, presented this request to the Committee. She
explained that Patrick Spangenberg would like to buy 2.8 acres of this property from Quam to
add onto his existing parcel. The Spangenberg property does not have a suitable site for a septic
system, and this additional property would allow for that, making the site 7.8 acres in size.
Spangenberg would like to construct a single - family residence on the property. The applicant
has not been to the Town of Baldwin yet, but is scheduled to appear at their next meeting in
February.
There was no opposition to the request.
Fisher went over the staff report with the committee, stating that the request is consistent with
the St. Croix County Development Management Plan. Staff would like to visit the site to
determine the most suitable POWTS site for the septic system. Fisher went over the maps of the
property. Discussion held on having one Certified Survey Map completed that would combine
the two parcels into one.
Motion by Luckey, seconded by Anderson and carried to table the request for the following
reasons: A CSM is to be completed on the property, the Town of Baldwin should hear the
request, the staff to check on a suitable site for a POWTS, and the applicant should consider no
further subdivision of the property. This request will be placed on a future agenda.
Motion by Zoerb, seconded by Anderson and carried to adjourn the meeting at 8:00 p.m.
