CROIX COUNTY GOVERNMENT CENTER, HUDSON, WI July 22, 2003 Supervisors: Art Jensen, Veronica Anderson, Jan Zoerb, Linda Luckey and Lois Burri were present. Staff: Steve Fisher, Jon Sonnentag, Deb Zimmermann, Bob Heise Others: Joe Granberg, Doug Zahler, Tom Healy, Ty Dodge, Art Feyereisen, Jason Paukner, Buck Malick Chairman Jensen called the meeting to order at 9:00 a.m. Zoerb moved, seconded by Anderson and carried, to adopt the agenda noting that item number six has been canceled. Date of next meeting: The next meeting for this committee is August 12, 2003 at the Government Center in Hudson. Minor Subdivisions: See attachment A: Major Subdivisions: See attachment B: The committee recessed from 11:35 a.m. to 11:45 a.m. Discussion of 20% Slopes: Ty Dodge presented the Tom Belisle concept map for property in the Town of Somerset. Discussion held on the disturbance of 20% slopes on this property. Motion by Zoerb, seconded by Anderson and carried to not approve the concept plan for the preliminary plat for this property because the disturbance of 20% slopes does not meet the policy requirements set by the Committee. The developer is to look at other options to come up with a design that does not disturb 20% slopes. Wildwood Trail: Fisher went over the proposed plan for development of the Wamstad property (formerly the Rodel property) that is located on both sides of the Wildwood Trail in the Town of Eau Galle. Fisher explained that staff suggests that this plan be denied, as staff does not believe this plan meets the policy that was put into place by this Committee regarding the crossing of the Wildwood Trail, and that alternatives should be looked at. Bob Heise, Land and Water Conservation Department agreed with Fisher, reiterating that this plan does not meet the Wildwood Trail policy for crossing the trail. Terry and Tammy Wamstad, owners of the property, stated that without a crossing they have no access to the back of their property. They want to use this land for homes for their children. Pete Gartman, engineer with Cedar Corporation, is working on the project for the Wamstads. He stated that the Town of Eau Galle has recommended approval of the plan. Gartman will work with the county on coming up with a plan that will work for this property. Motion by Zoerb, seconded by Anderson and carried not to approve the concept map of Shady Meadows as it does not comply with the St. Croix County policy for the crossing of the County owned Wildwood Trail. The committee suggested that the Wamstads consider a configuration with 2 lots on the far side of the trail crossing. The committee recessed from 12:30 p.m. to 1:40 p.m. for lunch. Bills, Invoices and Revenue Report: Motion by Zoerb, seconded by Burri and carried to approve June 2003 bills of $12,888.51 and to note revenue of $100,371.90. Violations and Citations: The Committee reviewed the report. Motion by Jensen, seconded by Zoerb and carried to accept Violations /Citations Report. Municipal Plats: The following plats were approved the by the committee: Red Cedar Canyon Cliff Ridge Estates in the SE '/4 - NE '/4, S 32, T29N R19W, City of Hudson. Motion by Zoerb, seconded by Luckey and carried to certify no objection to the plat. No opinion is expressed concerning adequate sewer service. The Ridges in the SE ' / 4 , S12, T29N R20W, Village of North Hudson. Motion by Jensen, seconded by Zoerb and carried to certify no objection to the plat. No opinion is expressed concerning adequate sewer service. North Hudson Hills II in the NE ' / 4, S 13, T29N R20W, Village of North Hudson. Motion by Anderson, seconded by Jensen and carried to certify no objection to the plat. No opinion is expressed concerning adequate sewer service. NOTE: on the North Hudson Hills map, Outlot 1 should be changed to Outlot 2 on the title description. Rezoning Schedule: The Committee set the following date for a rezoning hearing: August 13, 2003, St. Croix County Agricultural Center in Baldwin at 7:00 p.m. — Neumann (Town of Pleasant Valley) Release of Escrow Money for the Town of Rush River: Fisher explained that this request is for escrow money for a donation to the Baldwin Hockey Association for improvements to the hockey arena. Staff supports this request. Discussion held. Motion by Anderson, seconded by Burri and carried to approve the request for $500 to be released from the Town of Rush River escrow account for the Baldwin Hockey Association, as long as the Town signs the request form. County Surveyor Update: Brian Halling presented the proposed duties and tasks of the County Surveyor position. The committee reviewed. They also went over the remonumentation maps with Halling, and talked about the 9 -year plan for this. Halling stated that it would be impossible to complete this in 9 years with the current staff, if the workload remains the same. This presentation will be given to County Board, after review by the committee. Halling will try to have the presentation ready for the committee by the August 13"' meeting. Ordinance Development: Fisher informed the committee that the DNR will hold a hearing on July 31, 2003 at 7:00 p.m. in the community room of the Government Center in Hudson on the changes being made to N.R. 118. The committee would like to review the draft document. It was decided by the committee that Anderson and Lucky will review this as a subcommittee and will ask Buck Malick to review as well and comment. Fodroczi told the committee that he has met with Alicia Atkins of UW -River Falls to discuss the graphic software for the new ordinance. Will keep the committee updated. A draft of the subdivision ordinance may be ready for the committee to review by the end of August. Staff is working on the septic ordinance, as well. The committee will discuss how to handle the review process of these drafts at the August 12 meeting. Department Mission Statements: Fisher will present the Zoning mission statement at the August meeting. Register of Deeds: Kay Walsh handed out the Mission Statement for the Register of Deeds Office. The committee will review and discuss at the August meeting. Walsh discussed the vital statistics copies. She explained that there is a company that will install a service for the county where the public can look up their records and get copies by using a credit card. This would be available on our web site. There would be no cost to the county for this service. Walsh said that this company is very reputable, and provides this type of service to many companies. Walsh will send out information for the committee to review and discuss again at the meeting in August. ATTACHMENT B MAJOR SUBDIVISIONS July 22, 2003 Willow River East- Preliminary Owner: David Railsback Location: Section 30 and 31, Town of Richmond, 22 lots totaling 50 acres Staff Recommendation: Conditional Approval: 1) No construction, including earth moving, shall take place prior to approval of the financial guarantees; a construction waiver may be granted provided the financial guarantees are approved; 2) You must submit a letter of credit, cashiers check, bond or other acceptable financial guarantee for County approval. Financial guarantee is to be in effect for a minimum of one year and to be automatically renewable unless the county releases the money before this timeframe; 3) Joint driveway construction must be completed in conjunction with road construction guarantees; 4) A pre - construction meeting with the developer, excavator, erosion control sub - contractor, and permitting agencies must be scheduled; 5)The Zoning Office, County Highway Dept and the Land and Water Conservation Dept must be notified 3 days prior to construction beginning; 6) If construction activities are not in substantial compliance by October 15, 2003, the developer shall implement a late fall and winter cessation plan until work can resume in the spring; 7) All construction activities must be in substantial compliance b July 1, 2004. Staff Recommendation: Conditional approval: 1) No construction, including earth moving, shall take place prior to approval of the financial guarantees; a construction waiver may be granted provided the financial guarantees are approved; 2) You must submit a letter of credit, cashiers check, bond or other acceptable financial guarantee for County approval. Financial guarantee is to be in effect for a minimum of one year and to be automatically renewable unless the County releases the money before this timeframe; 3) The Zoning Office, County Highway Dept and the Land and Water Conservation Dept must be notified 3 days prior to construction beginning; 4) Minor map revisions as requested. Deer Meadows - Final Owner: Scott Green Location: Section 30, Town of St. Joseph, 8 lots totaling 29 acres Staff Recommendation: Conditional approval: 1) No construction, including earth moving, shall take place prior to approval of the financial guarantees; a construction waiver may be granted provided the financial guarantees are approved; 2) You must submit a letter of credit, cashiers check, bond or other acceptable financial guarantee for County approval. Financial guarantee is to be in effect for a minimum of one year and to be automatically renewable unless the County releases the money before this timeframe; 3) The Zoning Office, County Highway Dept and the Land and Water Conservation Dept must be notified 3 days prior to construction beginning; 4) The proposed access for lot 8 must be shown on the final map and located 200 feet West of the proposed CSM access to the East; 5) Minor map revisions as requested. Extension of time for plats: Pondview Meadows Phase II and III: Motion by Zoerb, seconded by Luckey to extend the deadline for preliminary plat for 6 months from today's date. Motion carried. Moundview Estates and Long Pond Shores: Motion by Zoerb, seconded by Anderson to approve the extension of time for preliminary plats approval for one year from the date of the original preliminary plat approval. Motion carried.
