St. Croix County Planning, Zoning and Parks Committee
June 18, 2003
St. Croix County Government Center, Hudson, Wisconsin
Committee members present: Supervisors Art Jensen, Lois Burri, Veronica Anderson, Jan Zoerb
and Linda Luckey. Staff present: Steve Fisher and Deb Zimmermann
Chairman Jensen called the meeting to order at 7:00 p.m. A motion was made by Anderson,
seconded by Luckey and carried to adopt the agenda. The next meeting is scheduled for June 24,
2003 at the Government Center in Hudson.
Jensen explained the hearing process and opened the hearing.
William Liddle: Fisher read the notice into the record. The request is to rezone approximately 6
+/- acres of land from Ag -II to Ag/Residential. Location: The SE 1 /4 of the NE 1 /4 and the SW '/4 of
the NE 1 /4, of Section 17, T28N -R16W, Town of Eau Galle.
William Liddle is the owner of the property and explained the request to the Committee. He is
asking to rezone the property from Ag to Ag -II in order to sell the parcel to another party for the
construction of one single family home. The current ag zoning of the 40 acres does not comply
with the ag zoning requirements as there are already two homes on the original parcel, and that is
all that is allowed. The applicant plans to keep the 40 acres for just one home site, and has no
intention of splitting the parcel. A perk test has been completed and there is a suitable site for a
septic system.
Allan Markert is the applicant and interested in purchasing this property for a single family
home. He intends to have a residence and some outbuildings on the 40 acres. He has talked with
zoning staff on required setbacks on the property.
A question was raised with regard to an old well on the property. Liddle stated that the well is
still in working order and could still be used if needed. Liddle will contact the Land and Water
Conservation Department about this.
James Freeman, Town Chairman for Pleasant Valley, was present to hear what the county had to
say about this request and to take information back to the Town for their meeting. Freeman had
questions on rezoning property out of exclusive ag, and what constitutes an approval.
Fisher went over the staff report, pointing out that one home per 40 acres is an appropriate use in
the rural areas, and Freeman agreed that there are other 40 acres parcels with one home located
on them. Fisher stated that a condition could be placed on the rezoning that would limit one
home on this 40 acre parcel, and this condition would be recorded and show up on the abstract.
Fisher further added that this land is not good farmland, and is a good property to be developed
into something other than strictly agriculture.
Dennis Cooper is a landowner next to this property and had questions about the location of the
home on the property. The applicant went over the map of the property with the group. A
lengthy discussion was held on setbacks from water areas on the property.
Motion by Zoerb, seconded by Anderson to close the hearing. Discussion held by the
committee. Motion by Zoerb, seconded by Luckey to table the request until the Town of
Pleasant Valley submits their recommendation and the committee asked the applicant to submit a
site plan showing the location of the home and how setbacks will be met. Motion carried.
The meeting was declared adjourned at 7:40 p.m.
