Submitted by: St. Croix County Zoning Department Date: March 3, 2003 cc: County Board Office News Media/Notice Board County Clerk Committee Members MINUTES St. Croix County Planning, Zoning and Parks Committee March 5, 2003 St. Croix County Government Center, Hudson, Wisconsin Committee members present: Supervisors Art Jensen, Linda Luckey, Jan Zoerb, Lois Burn, and Veronica Anderson. Staff present: Steve Fisher, Dave Fodroczi, Ellen Denzer and Deb Zimmermann. Others present: Ron Raymond, Buck Malick Chairman Jensen called the meeting to order at 2:10 p.m. A lengthy discussion was held on conditional rezonings. Concerns were expressed on making sure that conditions that are placed on rezonings are conditions that will be able to be enforced. The majority of the group agreed that conditions should be placed on rezonings with unique and exceptional circumstances only, and regulations that are covered by the Ordinance and the State Statutes should not be replicated in conditions. There was discussion held on environmental corridors on properties and how to monitor. Staff stated that revised ordinances could explicitly regulate these areas. Another area discussed was consistency, and using the Town Plans /Criteria and County Plan in making decisions in rezoning cases. The committee expressed their appreciation with the staff recommendations that are presented at each rezoning hearing, and would like to see this continue. Discussion held on fees that are charged for rezonings, and the committee asked the staff to look at updating those fees. This will be placed on the March 25 agenda for the committee to review.
