The submittal has been CONDITIONALLY APPROVED. This system is to be constructed and located in accordance with the enclosed approved plans and with any component manual(s) referenced above. The owner, as defined in chapter 101.01(10), Wisconsin Statutes, is responsible for compliance with all code requirements. No person may engage in or work at plumbing in the state unless licensed to do so by the Department per s.145.06, stats The following conditions shall be met during construction or installation and prior to occupancy or use: Approval is hereby granted pursuant to s. SPSP 385.60(2), Wis. Adm. Code, to estimate the depth of seasonal soil saturation based on an interpretive determination process completed by Leroy G. Jansky, Certified Soil Tester (CST), and his recommendations. • This approval is limited to the soil characteristics within the tested area. This approval is based upon best management practices and does not warranty the functioning of the system. Water conservation, wastewater disposal practices, and system maintenance will aid in the longevity of the system. • This approval is limited to the soil characteristics within the specified depths and does not include an interpretation of the redoximorphic features found outside of the specified pits and horizons. • An on -site visit was conducted by Katie Petzel, DSPS, on October 61h, 2023. • The estimated highest level of prolonged soil saturation approved under this determination is 8 inches below grade. At least 28 inches of sand lift on top of 8 inches of unsaturated, in -situ soil is required. • The basal soil application rate for the mound shall be no greater than 0.4 gpd/sf. per the recommendations of Leroy G. Jansky, CST. • The linear loading rate shall be no greater than 6.0 gpd/ft per the recommendations of Leroy G. OF SAFETY AND PROFESSIONAL SERVICES OI SIGN OF I STRY SERVICES SEE CORRESPOND CE The proposed use is as a residential property for a new home. There is no building or well on the proposed parcel for the home. However, Mr. Lee owns a recreational vehicle service garage on the west edge of the parcel that has a well and is served by a holding tank. A new parcel will be created for the home east of the business. The initial soil evaluation results indicated that a septic tank/soil dispersal system could not be installed because soil conditions were not redox-free for at least four inches below the A horizon. Holding tanks for new home construction in this county have generally been prohibited since 1980. The lack of a redox free zone below the topsoil or A horizon requires the certified soil tester (CST) to report the level of seasonal soil saturation as the ground surface (0 inches). The four -inch redox free separation was incorporated into the code to ensure average evaluators had enough soil depth to view contrasting colors and the depth at which they occurred without colors being masked by organic matter. It is the intent of this report to explain why the level of seasonal soil saturation is not above twelve (12) inches depth for seven consecutive days which is the standard for actual observed free water levels during a near normal spring season. In this way, the initial determination of zero inches depth to saturation can be set aside in lieu of actual monitoring well observations. By producing a more detailed explanation of the soil morphology, as related to the highest sustained level of soil saturation, the requirements of an interpretative determination pursuant to SPS 385.60 (2) (a), Wis. Adm. Code can be met. Therefore, this report serves as an addendum to the initial soil and site evaluation report of May 4, 2023, to help establish that conditions warrant lowering the assumed or default depth (of zero inches) to seasonal soil saturation to at least 12 inches and override the initial zero inch determination. Local HVdrologV No soil saturation monitoring using monitoring wells has been conducted at or anywhere near this site to directly observe the depth to seasonal soil saturation. However, a determination was conducted and approved for the family farm residence approximately 900 ft southeast of this site. Page 1 of 4 Often times, the presence of hydrophytic vegetation is an indicator of a shallow depth to soil saturation. No such indicator vegetation was observed in or close by the mound area. However, past tillage and grazing have likely destroyed vegetative indicators of prolonged soil wetness that may have existed. The land slope is less than 1% away from the proposed mound site in all directions. The proposed site actually occupies the high point within the quarter -quarter section associated with the proposed mound area. Therefore, considering that land slope direction is away from the mound site, it is reasonable to assume that surface and near subsurface water will also likely drain away in the general direction of the land surface slope. This area does not receive surface and subsurface flows from upslope areas because of its summit landscape position. Wastewater added uniformly along the contour at a reasonable linear loading rate, should not overload the natural ability of the soil below the mound to assimilate the wastewater flow. This should eliminate toe seepage even under stressed conditions such as after high rain fall events and the spring thaw. Local Geomorphology This area of St. Croix County is located within the Western Upland Geographic Providence of Wisconsin. Soils in this area consist of loess (wind) deposits overlying sandy loam glacial till. The original vegetation is thought to be white pine, hard maple and red oak. The glacial till is dense and tends to reduce permeability that results in slow subsoil drainage. Sites with at least some slope will be better drained than those that receive surface water, for example. The slope is uniformly smooth and has a linear, slightly convex shape. The hillslope position is at the summit of a low hill. The 1% land slope is not ideal (greater slope is better) which is likely why levels of saturation are still somewhat shallow at the summit position but much better than the lower footslope or toeslope positions. Even the low slope here should provide adequate hydraulic gradient to promote wastewater movement away from the mound. This site should be considered adequate on which to locate a conservatively designed mound system since the site and design promotes dispersal away from the system in all directions. Special Features/Issues There are no special features/issues of concern Comparative Evaluation The first soil boring (B-1) constructed near the service garage building showed faint redox in the A horizon. This boring is about 240 ft west and 3.S ft lower in elevation than the proposed mound site. B-1 shows that under similar climate and soil conditions redox features do form, and are easily visible, in the A horizon. Often times, organic matter can mask redox concentrations and depletions but in this case the A horizon matrix color (10YR 3/2) is not very dark and redox concentrations can easily be seen. It is for this reason, that the lack of redox indicators of prolonged soil saturation in the upper 12 inches of the soil profiles at B-2, B-3 and B-4 indicate the intent of SPS 383.44(3)(b)1 for treatment and dispersal can be met. Detailed Soil Surve The detailed soil survey (July, 1978) for this site indicates that the major soil series present is Freeon silt loam. Freeon is not classified as a hydric soil. This soil series taxonomic classification is fine loamy, mixed Typic Glossoboralfs. Freeon soils are considered moderately well drained and have slowly permeable subsoil. This results in a seasonally perched groundwater condition as evidenced by a shallow depth to redoximorphic Page 2 of 4 features. However, considering the landscape position for a mound system at the site, seasonal soil saturation shallower than the 12 inches for seven consecutive days during a normal spring season is unlikely. Conclusions Redox features in the A horizon can be observed in soils at lower elevations indicating they do form and can be observed if the site is in a water receiving landscape position. The lack of these features in the proposed area for the mound is evidence the chosen site is drier during the wettest periods. The proposed location for the mound is at the highest elevation possible on the parcel. The site has a fair hydraulic gradient and the slope shape promotes dispersal away from the mound. Soil texture and structure are suitable for infiltration across the basal area. No free water was observed in any of the soil borings and the soil moisture content observed in early May appeared normal for the time of season. The lack of redox features throughout the upper 10 inches of the A horizon and two inches of subsoil is important to note. It indicates the upper 12 inches or so of soil in the proposed mound area is not saturated for periods long enough and/or high enough to induce observable redox concentrations and depletions. Such features were observed at greater depth and in the A horizon of soil at a down slope location. Based on the above observations and discussion it is my opinion that the highest level of prolonged seasonal soil saturation is 12 inches or more as previously discussed. This will provide at least 12 inches of unsaturated in situ soil to assimilate treated effluent into the soil without ponding on or discharging wastewater to the ground surface pursuant to SPS 383.44(3)(b)1. and 2., Wis. Adm. Code. In addition, nearly full biologic treatment is accomplished in the 24 inches of sand below the aggregate area within the mound. Recommendations 1. A conservative design, such as a long and narrow mound with 24 inches sand fill for treatment. 2. Deep (12-16") chisel plowing (no backhoe teeth) across the site to ensure good sand to soil contact. 3. The recommended the basal soil application rate is 0.4 gpd/ft2. 4. A linear loading rate of no more than 6 gpd/ft. 5. Proper landscaping and smoothing the area around the mound to ensure surface water does not accumulate along the mound perimeter.
