PLANNING, ZONING AND PARKS COMMITTEE
ST. CROIX COUNTY GOVERNMENT CENTER, HUDSON, WI
October 28, 2003
Supervisors: Art Jensen, Jan Zoerb, Linda Luckey and Lois Burri were present. Veronica Anderson was
absent and excused. Staff. Steve Fisher, Jon Sonnentag, Deb Zimmermann

Chairman Jensen called the meeting to order at 9:00 a.m. Burri moved, seconded by Jensen and carried, to
adopt the agenda,
Date of next meeting: The next meeting for this committee is November 25, 2003 at the Government
Center in Hudson.
Major and Minor Subdivisions

The committee recessed from 10:45 a.m. to 11:00 a.m.
Hearing: 11:00 a.m.
Don and Judy Coddington request a variance to Section 18.16(H)(6), Lot Standards for Major and
Minor Subdivisions in Section 17, Town of Kinnickinnic. The request is to seek relief from the 3 to
1 lot ratio requirement in order to split an existing parcel.
Fisher read the hearing notice. Sonnentag explained that this is a request for a variance for relief from the 3
to 1 lot ratio requirement in order to split an existing parcel. The committee reviewed the staff report.
Sonnentag added that staff believes there are other options in splitting this property that would meet the
ordinance requirements.
Don Coddington explained that due to the lay of the land, it is hard to split the lot into two lots that would be
a "clean" split. The lots would end up being oddly configured. Discussion was held on hardship criteria for
granting a variance. It was noted that the Town of Kinnickinnic has requested that the land be split as
requested to keep in a "clean" split, rather than to have it oddly configured.
David Phillips, Town of Kinnickinnic, has been out to the property, and believes that the requested split, by
the Coddingtons, would be best for this property.
Motion by Zoerb, seconded by Burn to close the hearing. Discussion held. Motion by Luckey, seconded by
Jensen and carried to deny the request for a variance to the 3 to 1 lot ratio based on the following findings:
The committee finds that the request is not consistent with the criteria for granting a variance set
forth in Section 18.21(B)(1) and 18.21(B)(2) of the St. Croix County Subdivision Ordinance.
Indigo Ponds 2: Fisher went over the staff report with the committee, stating staff's concerns with the net
buildable are on Lot 60. Staff does not believe this lot complies with the ordinance.
Jim Rusch and Carl Yeager, attorney for Rusch, were present and addressed the committee on this issue.
They both believe there is adequate space for net buildable area for a home on this lot, and Yeager stated that
he does not feel that the concept plat should be denied on grading language as it is not addressed in the
ordinance. He added that the disturbance of 20% slopes is not prohibited in the ordinance.
Staff does not agree, and believes that grading is addressed in the ordinance. Fisher said that Lots 58 and 59
meet the requirements of the ordinance. Lot 60 does not meeting the contiguous building area size that is
required.
Lengthy discussion held on size of buildable area. Motion by Zoerb, seconded by Luckey and carried to not
approve the concept map based on information presented by staff that the map does not meet the net
buildable requirements set forth in the ordinance.
Eagle Pointe: Chuck Cook, Craig Lilja and Louie Filkins were in attendance. Cook went over the concept
plat of Eagle Pointe Subdivision and reviewed with the committee. All the building pads are outside of the
20% slopes, and the only disturbance of those slopes will be for roads. There are issues with road
connectivity to an adjoining subdivision that needs to be addressed. Cook would like to have the preliminary
plat approved prior to the rezoning, if the county would consider that. He has concerns with signing the
conservation easement before actually having the plat approved.
Discussion held on water runoff. Cook said that engineering will address all of this. Soil tests have been
completed on the property.
Motion by Zoerb, seconded by Jensen and carried to approve the concept plat and disturbance of 20% slopes
to be disturbed for roads. No 20% slopes to be disturbed for creation of lots per the policy. The concept will
be moved onto the preliminary stage.
Cook told the committee he will work with the town on other outstanding issues and bring back before the
committee.
The committee recessed from 12:35 p.m. to 1:35 p.m.
Extension of time for Preliminary Plat Approval:
Long Pond Shores: Motion by Zoerb, seconded by Burri and carried to extend the preliminary plat approval
for 6 months (September 24, 2003 to March 24, 2004).
Mound View Estates 11: Motion by Zoerb, seconded by Burri and carried to extend the preliminary plat
approval for 6 months (to April 22, 2004).
Bills, Invoices and Revenue Report: Motion by Burri, seconded by Jensen and carried to approve
September 2003 bills of $14,540.00 and to note revenue of $99,932.00.
Violations and Citations: The Committee reviewed the report. If the committee is interested in seeing
some of our cases that get to court, Fisher will get this information to them.
Municipal Plats: None
Rezoning Schedule: The committee set the following date for a rezoning hearing: November 19, 2003,
St. Croix County Government Center in Hudson at 7:00 p.m. — Kluedtke, Walter Germain, Mike
Germain, all in the Town of Somerset; December 3, 2003, St. Croix County Government Center in
Hudson, 7:00 p.m.- December 3, 2003- Lux (Erin Prairie), Troy Development (Troy); December 10,
2003, Government Center in Hudson at 7:00 p.m.- Basel and Orf (Town of St. Joseph); December 17,
2003, Government Center in Hudson at 7:00 p.m. — Beer /Anderson (Town of St. Joseph); January 7,
2003, Government Center in Hudson at 7:00 p.m.- Railsback (Town of St. Joseph). The committee will
view the property at their next meeting in November.
Escrow Funds: Motion by Luckey, seconded by Burri and carried to approve the release of escrow funds
for the Town of St. Joseph in the amount of $67,340.95. The money will be used for a new park.

Minutes: Motion by Zoerb, seconded by Luckey and carried to approve the Auust 26, 2003 minutes with
corrections at noted.
Parks Business
Land, Water and Parks Director Job Description: Bob Heise went over the job desription with the
committee. Motion by Zoerb, seconded by Burri and carried to approve the 10 -24 -03 copy of the Land,
Water and Parks Director job description with minor changes. Heise contacted Personnel Director, Deb
Kathan, earlier in the day and asked her to attend this meeting today if she had any problems with the
proposed job description. Since she was not in attendance, the committee assumes that the job description
is in order.
Motion by Zoerb, seconded by Burri and carried to request that the Personnel Committee accept and
forward this job description to the Hay consultant for re- evaluation. The PZP Committee requests that
they be copied with any documentation on instructions that may accompany this evaluation to and
through the Hay evaluation process.
Ordinance Development
Subdivision Ordinance /Sanitary Ordinance: Dave Fodroczi, Ellen Denzer, Rod Eslinger, Pete Kling,
and Bob Heise joined the group. The staff handed out the draft copy of the Subdivision Ordinance to the
committee. Fodroczi pointed out that it has been a team effort by everyone and many hours have been put
into this. The work sessions were very productive and a good experience. Fodroczi said that this is a
"working draft ", that will be available for the public, but is very clear that it has not yet had committee
approval. The format is similar to the Non - Metallic Mining ordinance. Chairman Jensen complimented
the staff on doing a good job.
The committee will review and then work meetings will be set up at the meeting in November.

ATTACHMENT B MAJOR SUBDIVISIONS October 28, 2003
River Hawk Ridge — Preliminary
Owner: Tom Belisle
Location: Section 22, Town of Somerset, 30 lots and 2 outlots totaling 103.09 acres
Staff Recommendation: Conditional Approval: 1) The supplemental "Conditions of Approval
— Exhibit #1 must be signed and submitted; 2) Joint driveway serving lot 3 CSM 12/3447 must be
completed in conjunction with road construction; 3) A non - constructed roadway agreement must
be submitted for the small connection to lot 6 CSM 14/3771; 4) Map revisions as requested by the
County Surveyor.
Committee Action: Motion by Jensen, seconded by Burri to approve with conditions
recommended by staff, carried.
2. Hudson Rodeo Center — Final
Owner: Ronn Hechter Company, Inc.
Location: Section 28, Town of Hudson, 8 lots and 1 outlot, totaling 23.54 acres.
Staff Recommendation: Conditional approval: 1) The supplemental "Conditions of Approval -
Exhibit #1 "; 2) Map revisions as requested by the County Surveyor.
Committee Action: Motion by Zoerb, seconded by Luckey to approve with conditions
recommended by staff, and with one additional condition: 3) A detailed landscaping plan must be
submitted and approved by staff. Motion carried. Note: There was concern regarding the fact
that the proposed subdivision road does not properly align with the access easement to the north.
The property owner to the north indicated that he was unwilling of help correct this problem at
this time. It was the conclusion of the PZPC that the access to the north is only an access
easement at this time. If in the future that road to the north is platted, the County will request that
the road be properly aligned at that time.
Walnut Hill Farm - Final

Location: Section 22, Town of Troy, 75 lots, 6 outlots totaling 151.48 acres
Staff Recommendation: Conditional approval: 1) The developer and project engineer must sign
the supplemental "Conditions of Approval- Exhibit #1" prior to construction; 2) Certification of
approval from DOA must be received; 3) Soil tested areas shall be protected in the field with
metal fence posts and roping; 4) Map revisions as requested.

Staff Recommendation: Conditional approval: 1) The developer and project engineer must sign
the supplemental "Conditions of Approval- Exhibit #1. "; 2) Copies of the final deed restrictions
must be submitted; 3) Map revisions as requested by the County Surveyor.
Committee Action: Motion by Zoerb, seconded by Jensen to approve with conditions
recommended by staff. Motion carried.
