PUBLIC'' HEARING NOTICE
The St. Croix County Board of Adjustment has scheduled a public hearing for Thursday, August 28, 2003 at
8:30 a.m. at the Government Center, 1101 Carmichael Road, Hudson, Wisconsin, to consider the following
appeals to the St. Croix County Zoning Ordinance. The Board will view each site in question, after which the
Board will deliberate and vote on the appeals.
ARTICLE: 1) Variance request to exceed the number of animals allowed on a parcel of 2 %2 -5
acres in size. The applicant is requesting to have two horses on a 4.58 acre parcel.
2) Variance request to the Class "D" Highway requirements pursuant to Section
17.64(l)(d)2. The request is for a 39 -foot variance from the 100 -foot road right -of -way
setback to construct a horse barn on the property.

LOCATION: The NE' /4 - NE' /4, Section 33, T30N -R19W, Town of St. Joseph
ADDRESS: 595 Perch Lake Road, Hudson, WI 54016
2. ARTICLE: Special Exception request for filling and grading on slopes in excess of
20% pursuant to Section 17.15(6)(t). The request is for a special exception permit to
allow the property owner to construct a driveway on the property.

ARTICLE: Variance request to the driveway separation standard requirements pursuant to Section

standard to construct a driveway.

4. ARTICLE: Special Exception request for filling and grading in excess of 1,000 square feet on a
slope between 12 -20% in a Shoreland District pursuant to Section 17.29(2)(c )1. Request
is for a special exception permit to allow the property owner to construct a new home
and driveway on the property.

5. ARTICLE: Variance request to exceed the height standards of an accessory building pursuant to
Section 17.12(5). The applicant requests an after- the -fact four -foot variance to the 15-
foot accessory structure height requirements to allow an existing building to remain at
19 -feet high.

MINUTES
St. Croix County Planning, Zoning and Parks Committee
August 13, 2003
St. Croix County Agriculture Center, Baldwin, Wisconsin
Committee members present: Supervisors Art Jensen, Veronica Anderson, Jan Zoerb and Linda
Luckey. Lois Burri was absent and excused. Staff present: Steve Fisher and Deb Zimmermann
Chairman Jensen called the meeting to order at 7:00 p.m. A motion was made by Zoerb,
seconded by Anderson and carried to adopt the agenda, with it noted that the County Surveyor
discussion has been canceled. The next meeting is scheduled for August 26, 2003 at the
Government Center in Hudson.
Jensen explained the hearing process and opened the hearing.
John and Joan Neumann: Fisher read the notice into the record. The request is to rezone
approximately 24 +/- acres of land from Agriculture to Ag -II. Location: The SE ' / 4 of the SE '/4 of
Section 17, T28N -R17W, Town of Pleasant Valley.
John Neumann presented his request to the committee. He explained that when he first came to
the county he wanted to rezone the entire 64 acres from Ag to Ag -II, but the County suggested
that he rezone 24- acres, which was the poorest farmland on the property, to A -II, and leave the
remaining 40 acres in Agriculture. After presenting this to the Town of Pleasant Valley, they
voted against this request, stating that they wanted the entire 64 -acres zoned from Ag to Ag -II
and would allow one home site on that 64- acres.
Fisher explained that the 64- acres, as it is, is not eligible for a home. He further explained that if
the 24 -acres is rezoned to Ag -II, the remaining 40 -acres would not be eligible for development,
so the end result would be the same. Discussion held.
Mark Carlson and Helen Haworth, neighboring property owners, were in attendance to find out
what the intention of Neumann was, and had no objection to one home site on the acreage.
James Freeman, Chairman for the Town of Pleasant Valley, explained the reasons for the Town's
denial, stating that they are committed to maintaining the rural character of their Town. He
pointed out that there are many farmers in this area and the Town would like to keep it that way.
The Town is willing to work with Neumann on this, but would like to see a larger acreage than
the 24 -acres for a home.
Fisher went over the staff report with the Committee. Discussion held with the group.
After a lengthy discussion, Neumann asked to withdraw his request and would like to go back
before the Town with a request to rezone the entire 64 -acres from Ag to Ag -II. Motion by
Zoerb, seconded by Anderson and carried to accept the withdrawal of the application. Neumann
may re- submit his request to the Committee after going back before the Town.
Bill Liddle/ Allan Markert rezoning request: Fisher updated the Committee on this request
stating that this was tabled at a previous meeting for more information. The request is to rezone
a 40 -acre parcel from Agriculture to Ag -II. The staff believes that the applicants have submitted
all of the requested information and that it complies with the County Plan. Staff would
