June 13, 1985
7:00 P.M. - 9:00 P.M..
Hearing called to order by Chairman Stephens at 7:00 P.M. in the County
Board Room, Courthouse, Hudson, WI. All members present.
Chairman Stephens informed those present that this is a continuance of
the previous hearing of May 28, 1985.
Mr. Lowell Rivard requested to have a family oriented A.T.V. trail ride.
Supervisor Stephens set the rules for the hearing.
Sheriff's Deputy rode an A.T.V. past the Board Room with the windows
closed and open.
Mr. Lowell Rivard presented his request for the A.T.V. trail on his
property. There will be 12-15 vehicles on the trail with a leader. The
trail will be 150 to 200 yards from any neighbors. The trail hours will
be from 9:00 A.M. to 7:00 P.M. with the last vehicles off the trail by
7:30 P.M.
Mr. Tom Lovick is in favor of the trail as it will help keep them off
the road and other trails.
Zoning Administrator read letters from several people having no objections
along with a petition from others. There were sixteen persons present
who objected to the request of Lowell Rivard for numerous reasons.
Mr. Rivard rebutted the remarks of all those present.stating that the
vehicles will have governors and mufflers. Mr. Tom Lovick also explained
reasons for the trail.
Motion by Supervisor Stephens to go into closed session. Seconded
by Super visor Kelly. Motion carried. Vote to enter closed session.
Meinke, yes; Kelly, yes; Stephens, yes.
Motion by Supervisor Kelly to return to open session. Seconded
by Super visor . Meinke. Motion carried. Vote to return to open
session. Meinke, yes; Stephens, yes; Kelly, yes.
Motion by Supervisor Stephens to deny the request of Lowell Rivard
for a A.T.V. trail on his property, due to the additional level and
objections of the neighbors. Seconded by Super visor Kelly. Vote
to deny. Stephens, yes; Kelly, yes.
Super visor Meinke being chairman of the Town of Somerset abstained
from voting.
Motion by Super visor Kelly to close the hearing. Seconded by
Super visor Meinke. Motion carried. Hearing closed at 9:00 P.M.
