September 11, 1985
6:30 - 8:45 p.m.
Hearing called to order by Chairman Stephens at 6:30 p.m. in the County
Board Room, Courthouse, Hudson. Present were Supervisors Stephens and
Meinke. Absent Supervisor Kelly.
Chairman Stephens set the guidelines for the hearing.
Agenda was read and approved.
ARTICLE: 2.4 F(a), Gravel Pit
APPELLANT: St. Croix County Highway Department
LOCATION: NWk of the NWk of Section 11, T31N-R17W,
Township of Stanton.
Eric Lundell, District Attorney, presented the case for the county.
Calling on Highway Commissioner, Thomas O'Keefe, who explained the need
for the gravel pit in the area and St. Croix County.
Allen Bently, Maintenance Engineer, explained the gravel pit location
from adjoining landowners and vehicle traffic.
James Harer, crusher foreman, explained the crusher, noise, and dust.
Chris Bethke, Town Chairman, feels that the gravel pit would be an asset
to the township. He stated that this is his personal opinion, not the
town board's.
Mr. Nole Cook spoke against the gravel pit. He had four objections.
1. Traffic Hazard.
2. Designated as Agriculture Area.
3. Health and welfare of himself.
4. Degradation of the quality of his life.
Diane Cook objected to the gravel pit for the following reasons.
1. Traffic flow.
2. Line of trees would not shield the noise.
3. Tractor noise does not last eight hours in one spot in a day.
4. Danger to horses and disturbs training of them.
Attorney Storch has objections to the hearing as it stated, Article 2.4 F(a),
which is in the exclusive Agriculture District and does not include gravel
pits.
D.A. Lundell explained that the section in the Agriculture -Residential
District refers to the Agriculture district.
Motion by Supervisor Meinke to enter into closed session. Seconded by
Supervisor Stephens. Motion carried. Vote to enter closed session.
Meinke, yes; Stephens, yes.
Motion by Supervisor Meinke to return to open session. Seconded by
Supervisor Stephens. Motion carried.
Motion by Supervisor Stephens to approve the gravel pit as it does not
present a hazard to the environment and is no closer than 450 feet from
the Cook property. No second -required. Vote to approve: Meinke, yes;
Stephens, yes.
Motion by Supervisor Meinke to close the hearing and adjourn. Seconded
by Supervisor Stephens. Motion carried.
Hearing adjourned at 8:45 p.m.
