MINUTES
July 7, 1993
Troy Town Hall
The meeting was called to order by Thomas Dorsey at 8:04 p.m. Supervisors Luckey, Menter,
Oemichen, Boche and Dorsey were all in attendance. Staff included Tom Nelson and Dave
Fodroczi.
Nelson read the notice of the public hearing for Stanley Clausen, whose property is located in the
N 1/2 of the SW 1/4 of the Sec. 31, T28N-R19W, Town of Troy. The request is to rezone 80
acres from Agriculture to Agriculture -Residential.
Stanley Clausen presented his request explaining that he wants to rezone 80 acres, 12 acres of
which would be transferred to his son-in-law. The remaining 68 acres are being requested so that
it would be easier to dispose of at a later time.
Bob Olief, Stan's son-in-law, stated that he would like to acquire additional land at a later date
when he can afford to purchase.
Dean Albert, Town Board Chairman stated they had no objection.
Oemichen expressed concern for the total number of acres requested to be rezoned.
Nelson stated that a third of the property is Class II, That portion adjacent to the Town road is
the Class II -the land back of this 80 is Class IV.
Discussion:
Oemichen made a motion to close the hearing. Boche seconded -Motion carried. Oemichen made
a motion to send the request back to the Town to reconsider the request. He suggested that they
look at the possibility of rezoning a smaller parcel. Boche seconded -Motion carried.
ECONOMIC DEVELOPMENT
Supervisor Oemichen updated the Committee on the most recent activities of the proposed
County -wide Economic Development Corporation. He indicated that Ken Heiser and others
would present a status report to the County Board at its July 14th meeting and to the Towns'
Association on July 20th. Oemichen emphasized that he has distributed copies of all minutes to
each County Board Supervisor. Discussion on the merits and potential funding for the Economic
Development Corporation.
PLANNING PERSONNEL REQUEST
The Committee continued discussion of a reclassification request for the position of Planning
Director from the June 30th meeting. Fodroczi summarized a written justification for the request,
citing continued expansion and diversity of programs, staff, and related responsibilities.
Discussion of justification, current pay grade, and potential change. Fodroczi explained that
department heads are reviewed by the County's personnel consultant and pay adjustments are
based on Hay system formulas. Motion by Luckey, seconded by Oemichen to recommend
reclassification review for Planning Director -Motion carried 4 - 1 with Boche voting "no".
Chairman Dorsey adjourned the meeting at 9:40 p.m,
