CROIX COUNTY GOVERNMENT CENTER, CONFERENCE ROOM 1216, HUDSON, WI PRESENT: Chairperson Tom Dorsey; Supervisors Robert Boche, Linda Luckey, George Menter and Bill Oemichen.. Staff present included Planning Director Dave Fodroczi and Parks Director Joe Grant. Chairperson Dorsey called the meeting to order at 7:15 p.m. Motion by Boche, seconded by Oemichen to adopt the agenda. Motion carried. Park & Outdoor Recreation Plan Chairperson Dorsey reminded the Committee that the purpose of the meeting was a work session to review draft materials for the Park and Outdoor Recreation Plan. Fodroczi led a page by page review and discussion of materials distributed to the Committee prior to the meeting. The Committee agreed that the Introduction, Mission Statement and Goals were satisfactory as resented. Under Supply and Demand/Need the Committee requested clarification of the term 'open land" for hunting. The Committee made a number of suggested changes on Policy and Action Recommendations. Language regarding access to water resources was to be simplified. Language on development of funding sources should remove reference to additional subdivision fees and incorporate recommendations for grants, town park funds and other public and private funding sources. The policy on expanded services should be reworked to include a reference to the availability of funding. The Committee spent the balance of the meeting reviewing and revising specific improvement plans for individual parks. The Committee requested that an introduction to this section should be developed to explain the format and intent of the individual improvement plans. The inclusion of specific years for improvements was considered impractical, and the Committee suggested that improvements should be simply categorized as short-term or long-term. The short-term improvements should include things that are achievable within the five-year timeframe of the plan, and long-term improvements should include things that are likely to take longer but should be identified. The Committee then reviewed and revised plans for the Apple River Property, Glen Hills Park, Pine Lake Park and Troy Beach. The Committee agreed that plans for the Woodville Trail, the Snowmobile Trail System, the Bicycle Trail System and Sportsmen's Alliance Project Inventory should be reviewed at the next regular meeting or another special meeting should be scheduled.
