CROIX COUNTY GOVERNMENT CENTER, CONFERENCE ROOM 1216, HUDSON, WI PRESENT: Chairperson Tom Dorsey; Supervisors Robert Boche, Linda Luckey and George Menter. Supervisor Bill Oemichen arrived at 8:15 p.m. Staff present included Dave Fodroczi, Jim O'Connell, Tom Nelson and Joe Grant. Chairperson Dorsey called the meeting to order at 7:05 p.m. Motion by Boche, seconded by Menter to adopt the amended agenda. Motion carried. The next meeting date was confirmed for August 24th. Register of Deeds Budget O'Connell presented the budget for the Register of Deeds in the amount of $207,377. The Committee discussed salary adjustments based on the Register of Deeds' salary increase and permanent status for one assistant. The Committee and O'Connell agreed to reduce new phones to $120 each. O'Connell explained that 157, Staff Development was up because of increased mileage due to the longer distance to travel for the annual meeting this year. The need for a typewriter was discussed for filling in entries on forms and documents. Motion by Boche, seconded by Menter to approve the Register of Deeds budget of $207,287 with the addition of liability insurance at .5 percent of the gross. Motion carried. Parks Budget Grant reviewed the six budget accounts for the Parks Department. He reviewed overall budget trends for 1992 - 1994. The overall budgets were up by $6,404 totalling $195,882, but the projected levy portion will be down $2,111. The overall increases are largely due to liability insurance, health insurance and moving expenses for Crane Town Store. Grant reviewed the computer request and estimates from Computer Services in the amount of $5,517. He also presented the total 1994 revenue projections of $53,000. Staff Development costs of $300 would be for one staff to attend the Wl Park & Recreation Association annual conference. Menter questioned the need for a wood carver/sign maker in the County Parks Outlay budget. Motion by Oemichen, seconded by Luckey to approve all Parks budget, including the computer request, less $1,099 for the copy machine and $1,570 for the wood carver/sign maker from the County Parks Outlay Fund. Motion carried. Zoning Budget Nelson presented the Zoning budget in the amount of $213,311, noting the absence of the copy machine and fees for Surveying Services in anticipation of the County Surveyor relocating to Hudson. Motion by Oemichen, seconded by Boche to approve the Zoning budget, with a note that no fees are included for Surveyor Services. Motion carried. Nelson presented the Ordinance Update budget. Motion by Oemichen, seconded by Luckey to approve the Ordinance Update Fund to revise and update the County Zoning Ordinance. Motion carried. Planning Budget Fodroczi presented the Planning budget in the amount of $156,591, He explained that 60% of the personnel costs for the Administrative Secretary were shifted to Waste Management and Recycling while 40% of the costs of the 1/2 time Secretary were included in Planning. This resulted is a net reduction to Planning from 1993 to 1994. Fodroczi indicated that all of the personnel costs for the Planning Director and Mapping Technician were included in the Planning budget according to the Committee's previous instructions. Motion by Oemichen, seconded by Menter to approve the Planning budget. Motion carried. Real Property Lister's Budget. Fodroczi presented the Real Property Description budget in the amount of $64,212. He indicated that the only notable changes from 1993 were a step increase in the Real Property Lister Assistant and increased health insurance. Motion by Menter, seconded by Boche to approve the Real Property Lister's budget. Motion carried.d Regional Planning Budget Fodroczi presented the Regional Planning budget in the amount of $26,258. He said that the Regional Planning Commission has continued to apply the same mil rate and rely on increases in equalized valuation to cover their increased costs. Motion by Boche, seconded by Luckey to approve the Regional Planning budget. Motion carried. County Surveyor's Budget Fodroczi presented the County Surveyor's budget, in the amount of $96,997. He indicated that the personnel costs were only increased fora step increase and health insurance and reviewed the operating expenses in detail. Fodroczi reported that $3,000 had been included in line 219, Other Professional Services, for abstract work to be done on the Huntington property in the Town of Star Prairie. Committee discussed needed expenses for supplies, equipment and vehicle to support relocation of the County Surveyor to the Government Center. Dorsey expressed his interest in comparing vehicle costs with the estimates received by Land Conservation. Motion by Chairperson Dorsey, seconded by Boche to approve the County Surveyor's budget pending review of vehicle option. Motion carried.
