CROIX COUNTY GOVERNMENT CENTER, CONFERENCE ROOM 1281, HUDSON, WI PRESENT: Chairperson Tom Dorsey; Supervisors Robert Boche, Linda Luckey, George Menter and Bill Oemichen.. Staff present included Planning Director Dave Fodroczi and Zoning Administrator Tom Nelson. Guests included County Board Chairman Rich Peterson, St. Joseph Town Supervisor Carolyn Barrette and Joe McNamara. Chairperson Dorsey called the meeting to order at 7:00 p.m. Motion by Oemichen, seconded by Boche to adopt the agenda. Motion carried. Zoning Amendment for More Than Two Dwelling Units in Agricultural District Nelson summarized the results of the public hearing held at the regular meeting on August 24th. He indicated that no written protests had been filed by any of the towns. Carolyn Barrette commented that the Town of St. Joseph dial not support the amendment, in part, because no proposed text had been provided with the hearing announcement. Nelson stated that the procedure of the zoning ordinance had been followed, and that if the Committee decided to authorize the amendment, then language for the text would be drafted. Nelson indicated his preference that any dwellings beyond two in the Agricultural District only be allowed as a special exception. Oemichen agreed that it should be a special exception, but emphasized that we should include some specific standards to guide the issuance of the special exceptions. Fodroczi reviewed the requirements for any farm dwellings under Chapter 91, Farmland Preservation Law. Discussion on substantial livelihood requirements and driveway location/separation. The Committee members agreed that they would like to have draft Ianguage prepared for review prior to the next regular meeting of September 30th with a public hearing prior to the October County Board meeting. Motion by Oemichen, seconded by Menter to prepare language authorizing more than two dwellings in the Agricultural District as a special exception. Motion carried. Other Ordinance Amendments - Industrial Fodroczi summarized the status of work on a Light Industrial District. He referred to proposed permitted uses and special exceptions that were previously distributed and discussed. He indicated that design standards, performance standards and administration/enforcement issues would need to be decided to finalize an industrial district(s). Carolyn Barrette commented that the Town of St. Joseph is looking at the potential of light industrial uses in an area near the approach to the proposed Houlton- Stillwater bridge. She said that the Town Board is very anxious for the Committee to develop better industrial zoning provisions that could apply in their Town as communicated in their recent correspondence to the Committee. The Committee reviewed and discussed excerpts from a new technical report from the American Planning Association entitled, "Industrial Performance Standards for a New Century". Such standards would address noise, vibration, air pollution, odor, glare, electrical interference, radiation, waste disposal, fire and explosive hazards, and toxic and hazardous materials. Discussion of monitoring and enforcement focused on proper staffing and equipment options. Industrial zoning would also require additional design standards for such things as traffic control, landscaping, parking and loading, outdoor storage, lighting and others, The Committee took no action but agreed to continue studying the issue.
