OCTOBER 11, 1993

PRESENT: Chairperson, Tom Dorsey; Supervisors, Linda Luckey, George Menter and Bill
Oemichen. Staff present included Planning Director, Dave Fodroczi, Corporation
Counsel, Greg Timmerman, Zoning Administrator, Tom Nelson, Parks Director,
Joe Grant and Planner, Ellen Denzer.
Chairperson Dorsey called the meeting to order at 7:10 p.m. Motion by Oemichen, seconded by
Menter to adopt the agenda. Motion carried.
1994 Budgets
The Committee and staff discussed budget recommendations of the Finance Committee for the
Committee's budgets. The Committee directed Fodroczi to check with the Land Information
Board on the legality of land records fund changes and to develop proposed duties and time
allocations for the County Surveyor budget. The Committee agreed to continue pursuing the
water resources -related project position for Zoning and to encourage interested citizens and
community groups to testify at the budget hearing. Chairperson Dorsey will request the County
Clerk to amend the October 19th County Board agenda to include possible action on the County
Surveyor item. Motion by Oemichen, seconded by Menter to request a joint meeting with the
Finance Committee on October 18th to discuss the County Surveyor. Motion carried. The
Committee also directed staff to arrange a separate Committee meeting immediately following the
joint meeting with Finance to continue discussion of 1994 budgets.
Town of Troy Riverway Zoning District Issues
The Committee discussed John Heider's allegation that, over the years, numerous riverway
district violations have occurred and the individuals involved have not been cited by the Zoning
Office. Heider has not yet submitted a list of the alleged violations. It was the consensus of the
Committee that Heider be asked to identify any current or past activity that was done without a
variance, permit, special exception, etc, Letters are also to be sent to the Carlsons and Gianolis,
giving them the opportunity to submit lists of violations, if they wish to do so. When the lists are
received, the Zoning Office is to go over them to determine if any of the activities listed had been
done under the terms of a permit, variance, etc. The Committee will then review the results and
decide on a course of action.
Supervisor Oemichen left at 8:30 p.m. - midways through the Town of Troy riverway issues
discussion.
Park & Outdoor Recreation Plan
The Committee and staff continued a detailed review of the Park & Outdoor Recreation Plan
from July 19th. Review and revisions were completed for the Woodville Trail, the Snowmobile
Trail System, the Bicycle Trail System and Sportsmen's Alliance Project Inventory. The
Committee instructed staff to complete a final draft of the plan for the next regular meeting for
recommendation to the County Board.
Chairperson Dorsey adjourned the meeting at 10:00 p.m,
