Our goal is to rehabilitate a pair of ponded trenches that serve an existing 5 unit strip mall while adding additional dispersal cell area to increase the overall system size. Two units within the mall are currently occupied, one unit by a Pub & Grill, the other by an ice skate sharpening service. A third unit is current) g equipped to accommodate a Micro Brewery which will not have any food preparation or service and will se 34 stomers. The two remaining units are vacant and are intended as retail space. Metering of the inlet water main t serves the entire facility indicates that an average of 551 gallons of water are used per day. Metered daily flow plus anticipated design flow is 1,427 gpd. BOD effluent strength is considerably lower than typical for this type of facility, but there is empirical data to indicate that the existing waste stream is being well managed and the waste water generated by the Micro Brewery should be less than typical when the Waste Water Management Plan they have developed, which has been reviewed and accepted by Wastewater Specialists with the Wisconsin Dep't of Natural Resources, is implemented. Following this plan will significantly reduce the amount of BOD produced by the site. Effluent grab samples were obtained and tested, resulting in average effluent strengths of 420 Mg/L BOD, 82 Mg/L TSS, 38 Mg/L FOG and 6.7 Ph. 1,000 MgfL has been established as a design factor for the Micro Brewery waste. When combined with the existing waste water load, the facility should produce a waste strength of no more than 550 Mg/L. Accordingly, design BOD has been increased from the 420 Mg/L tested value to 550 Mg/L design value. Our intention is to bring waste water strength to within highly treated standards, then divert effluent flow away from the 2 ponded trenches and into 2 newly installed trenches. The ponded trenches will then be allowed to dry over a 12 — 24 month period. Flow will then be reestablished to the original trenches with the new trenches remaining operational. PROPOSAL: Install White Knight W K-78 aeration treatment unit (two ATU towers) into existing treatment tanks. One (I) tower at inlet of existing 2,000 gallon septic tank, one (1) tower at inlet of existing 1,000 gal. septic tank. Lime will be added at the inlet of the 2,000 gal. septic tank to balance pH as needed. Effluent flow will be diverted away from the ponded trenches and sent to an adjacent pair of trenches that were constructed in 2004. These trenches have remained in place and unused since construction. Effluent flow will be restored to the original two trenches as the existing biomat degrades and infiltrative surface permeability increases, which is anticipated to take 12 — 24 months. The new trenches will remain connected and operational, resulting in the final dispersal cell consisting of four trenches. Pg. 3 of 16 Hudson Rodeo Center 707 Rodeo Circle, Building A Non -Residential ATU POWTS Rejuvenation Proposal In accordance with In -ground POWTS Component Manual, Version 2.0, SBD-10705-P (N.O1101) JOB DESCRIPTION: The Hudson Rodeo Center is a 5 unit strip mall that currently has two units occupied, one unit by a Pub & Grill with seating capacity for 98 customers in the bar and restaurant, the other by an ice skate sharpening service. A third unit is currently being equipped to accommodate a Micro Brewery which will not have any food preparation and will seat 34 customers. The Micro Brewery has created a Waste Water Management Plan that has been reviewed and accepted by the Wisconsin Dep't of Natural Resources Wastewater Specialists. The two remaining units within the facility are vacant. Metering of the inlet water main serving the entire facility has been ongoing from October 5 h, 2012 — March 18'h, 2013, indicating that an average of 551 gallons of water are used per day. Effluent grab samples were obtained and tested over the month of February, resulting in average effluent strengths of420 Mg/L BOD, 82 Mg/L TSS, 38 Mg/L FOG and 6.7 Ph. The existing POWTS (Private Onsite Wastewater Treatment System) consists of a 1,250 gallon grease interceptor, 3,000 gallons of septic tank capacity (2,000 + 1,000 gallon tanks set in series) and two trenches at 120' long with 30 Infiltrator Quick 4 standard chambers per trench providing 592.40 sq. ft. of dispersal area. The dispersal cell exhibits indications of partial failure evidenced by 12" of persistently ponded effluent within both trenches. Soil conditions at the site allow for a loading rate of0.7/l.6 gpd./sq/ft. of absorption area. PROPOSAL - Install one White Knight WK-78 aeration treatment unit (ATU), one (1) ATU tower at inlet of existing 2,000 gallon septic tank, one (1) ATU tower at inlet of existing 1,000 gal. septic tank. Effluent will be temporarily diverted to an adjacent existing dispersal cel I (unused trenches #3 & 4) as a surrogate for 12 — 24 months by installation of a diversion valve. These trenches will be replaced with two new trenches of similar size and configuration located elsewhere on the property. Effluent Flow will be restored to rejuvenated dispersal cell at two years, with all four trenches used simultaneously for effluent dispersal and absorption. As per DSPS 383.44(5) (a) 2 - pressurized distribution will not be required when rehabilitating an existing non -pressurized in situ soil dispersal component that is persistently ponded. Adm. Code General The POWTS shall be operated in accordance with Dep't. of Safety & Professional Services 382-384 Wis, Adm. Code, and shall be maintained in accordance with component manual SBD-I0706-P (N.01/01). All local and/or state rules pertaining to system maintenance and reporting shall be complied with. Questions on the operation or maintenance of the system should be directed to the installing plumber, Jim Thompson at (715) 248-7767 or the County POWTS Inspector at (715) 386-4680. Effluent Ouality The sewage effluent concentration levels generated at this site will be high strength effluent as defined by the Wisconsin Dep't. of Safety & Professional Services. Influent quality entering the dispersal component of the POWTS may not exceed 30mg/L BODs, 30 MG/L TSS, and 30 mg/L FOG. Testing of effluent concentration will begin 30 - 60 days after the system ! is placed in service and will continue at 3 — 6 day intervals for a period of 30 days with 6 samples being collected within that period. If concentration levels exceed DSPS standards, additional ATU treatment components will be installed in the existing treatment tanks. Effluent quality will again be assessed as described above. All test results will be submitted to the County Zoning Department. Influent flow may not exceed maximum design flow specified in the system design and sanitary permit. The ATU will be inspected and maintained as per Agreements on file with system design and approvals. Septic Tank The operating condition of the septic tanks and outlet filters shall be assessed at least once annually by inspection. The outlet filters shall be cleaned as necessary to ensure proper operation. The septic tank contents shall be removed when the sludge and scum in the tank exceed 1/3 the liquid volume of the tank. The contents of the septic tank shall be disposed of in accordance with NI2 113, Wis. Adm. Code, by an individual certified to service septic tanks under s. 281.48, Stats. if the contents of the tank are not removed at the time of the annual assessment, maintenance personnel shall advise the owner of when service will be needed to maintain less than 1/3 scum and sludge accumulation in the tank. The addition of biological or chemical additives to enhance septic tank performance is generally not required. If such products are used they shall be approved for septic tank use by the Dep't. of Safety & Professional Services, Safety and Buildings Division. Any treatment tank opening deemed unsound, defective, or subject to failure shall be replaced. Exposed access openings shall be secured by an effective locking device to prevent accidental or unauthorized entry into tanks or other components. No individual should ever enter a septic tank or pump tank as dangerous gases may be present that could cause death. Dispersal Cell Observation and vent pipes within the dispersal cell shall be monitored for effluent ponding. Ponding levels shall be reported to the owner. Any ponding will be deemed an indication of an impending hydraulic failure requiring more frequent monitoring. Persistent ponding of 3" or more within the system will be addressed by either installation of additional aeration treatment units or removal and replacement of existing dispersal trenches. if necessary, dispersal cell trenches shall be opened, existing chambers removed, biomat and 6" of native soil beneath the mat removed by excavation and new chambers reinstalled. Continency Plan If the septic system or any of its components become defective, the component shall be repaired or replaced to keep the system in proper operating condition. Aeration Treatment Units shall be immediately repaired or replaced with approved components of the same or equal performance. Persistently ponded trenches within the dispersal cell shall be managed by use of diversion valve to relieve ponding condition. Monitorins and,Insnection Schedule All system components shall be monitored and inspected quarterly for 24 months after installation is completed. The first way we are going to do this is by capturing (fie high BOD liquid fi-om the brew, the fornienter cleaning. and Crom the packaging, / tap root ni excess. This liquid will be collected ill as food grade 55 gallon barrel and land spread on my and I,Yl,y partner's personal property. (Fhe 'Ai DNR, land spread perrnit is being applied for.) On brew day there are 2 places high BOD liquids are present: time laUter tun and the boil kettle. The lautcr tun contains all the spent grain and left over water born sparging. This tends to contain a high level of sugars, protein, and starches. The grain and liquid will go irito a disposal bill for a local fanner to pick LIP for chicken and cattle feed (sonie f will take for my own chickens). The initial cleaning H2O will go into Our BOD collection bin which will be kept at 35 degrees to slow spoilage, The brew kettle will be equipped with as perfbrated false bottom which will catch tile majority ofthe hops and Proteins ftom botli hot and cold breaks that may occur ill the boil. The hops. proteins and residual liquid from tile kettle will be dumped in the fanner's collection bin. L)uring clean Lip initial high BOD water will again be collected and placed in BOD collection container. During tile fermentation process we Nvill be fiermenting in some glass fernienters, but the niajority of the beer will be fermented in conical fernienters. The conical fermenters are designed to drop out solids to the bottom and be drained out by a valve. This will be placed in the farmer's collection bin and when cleaned the high BOD cleaning water will be discarded in tlie land spread BOD container. The last area ofcollection cif bigh BOD liquid is during packaging and I ' ap room discard. During packaging our spillage will be collected in a bucket and placed in the land spread bill, Aiiy tap roorn collection will be deposited into a drip tray that runs behind the wall into the 35 degree cooler that collects in a bucket that get dunips in the land spread container. I bre,wed a 20 gallon batch at home and collected my high BOD cleaning liquid and reached 3 gallons, Based on that Fni estimating no more than 12 gallons will be produced from a 80 gallon batch froni start to finish, "I'lle line of'cleaners and sanitizers wvffl be Purchased through 5 Star Chemicals. They provide chernicals that are both eflective and environmentally friendly. The products, that will be used primarily are the Star San Sanitizer and PBW cleaner, 'These chernicals will be mixed LIP, per instructions and held in bills ini carts. One containing Star, San and one PBW, tile cart will have casters for mobility and a pump for recirculation through equipment. Equipment that can't be recirculated through will be sanitized by spray bottle application (these sanitizers have a 99% kill rate at one minute of wet contact). We will reuse these chemicals until they are no longer effective before they are discarded. I am also including the material safety data sheets for Saniclean (a non foaming version of Star San) and acid #5 and acid #6. The acids are only used in case of build up on equipment (scaling) to remove solids. These acids are neutralized by combining with Star San and PBW and holding for 15 minutes (then safe for discarding). 5 Star Chemicals can be reached at 1-800-782-9091 or at www.fivestarchemicals.com. I also including one brewery waste water management article that assisted me in my waste water plan and a chart of a large brewery's BOD break down per process. Water Use The average brewery uses 5 to 8 times the amount of water to produce a single batch of beer, which means during production 80 gallons of beer we could potentially use 400-640 gallons of water through brewing, chilling, cleaning, packaging, etc. Our brewery at first will have the capacity of 12 80 gallon batches (with room for growth up to 16). With out water saving methods and brewing 16 (if we increased our capacity) times a month we could use up to 10240 gallons of water with only 1280 gallons of that being beer leaving 8960 gallons for cleaning and chilling. So here are some of the techniques we are going to employ to reduce water usage. 1. Recirculate small volumes of cleaners and sanitizers rather than completely filling a fermenter and draining at each step. This will reduce water in and out by about 160 gallons per batch or 2560 gallons per month at max capacity, reducing the cleaning and chilling water to 6400 gallons per month at max output. 2. Recirculate cold water through the plate chiller instead of letting the water flow at a rate 5 gallons per minute for approximately 30 minutes. Figuring we start with 50 gallons of cold water this should save 100 per chilling or 1600 gallons per month at maximum production reducing our water use to approximately 4800 gallons per month for waste water. (We may even be able to reuse this water for multiple batches). In conclusion when we employ these water saving techniques, we will be at the very low end of the average water usage with approximately 400 total gallons in and only 300 out for a total brewing cycle. ! This system was apparently designed without consideration for a full service, sit down type restaurant. An exterior grease interceptor (FIN 972653) was initiallly installed, however, Due to the change in:, use the county required a reviiew of flows and loads to the system. Code table sizing was completed by the county and it was determined the design or peak flow should be 2,881 5 gpd, Wastewater strength related to BOD5, TSS, and FOG was also a concern and the county requested Sampling be, completed The table below shows the results of eight samples over a four week period. Domestic wastewater strength is considered not to exceed 200 mg/L BOD,5, 150 mg/L TSS, and 30, r-ng/L FOG. The average values for this establishment are well above the maxirnums for domestic wastewater. This is not unusual for restaurant type wastewater that can be 3010 to 400% stronger than residential wastewater. The results indicate that system modifications need to be made to ensure correct operation of the soil dispersal system Conversations with Mike Fassinc, Paddy Ryan's Irish Pub Proprietor, indicates that employees have been instructed in best management practices (BMPs) for oil and fat disposal. in addition, he has bartenders empty partially full abandoned drinks in: a bucket for off site disposal. Little coffee is made or wasted to the system. There is not garbage grinder. The kitchen area is small and has one deep fryer, a grill, and 6-burner range. The dishwasher is a low temperature type which is good These efforts should be continued and since many foods are sauteed in butter, management should consider wiping excess butter from pans with paper towels prior to washing. Resampling of wastewater may also take place, and in a later discussion with Mr. Ulbricht, it would be acceptable to sample down stream of the septic tank outlet filter. It might also be interesting to do some sampling at the outlet of the grease interceptor. After flows and loads have been recalculated, another meeting is recommended to determine a final course of action. The emails between you and Ronn indicate the expected flow rates for both the existing restaurant and proposed brewery would fall under the existing design standards of the system. It was your concern at that time the ponding was perhaps a sign of trouble with the system and it should be checked out. We did institute additional aeriation, chemical treatment and affluent testing which ultimately reversed the ponding and eliminated this as a concern. This was pointed out to all who attended a meeting in the fall of this year by Bob Albrecht and Eric Larson who measured the standing water level. You were present at this meeting. At this same meeting we also had a chance to review the email from the WDNR indicating the brewery's wastewater and residual solids were not considered "high strength waste" as originally thought and no special modifications would need to be made to the existing system to accomodate the brewey's waste. The letter from Wexco indicates that after inspection of the system, review of the results of effluent test results conducted (I believe you have been provided copies of the test results from Bob Albrecht) and conversations with "local regulators", which I have been told included you, the current system is adequate subject to continued testing and monitoring. We will continue to monitor and test the system because we do not want a failure to occur which is not good for anyone. But at this time, the system has the capacity to handle the water flow from both the restaurant and brewery and does not need to be modified to handle the brewery's waste by- products.
