COMMUNITY DEVELOPMENT COMMITTEE
OCTOBER 6, 2011
CALL TO ORDER: Chair Hermsen called the meeting to order at 4:02 p.m.
ROLL CALL - Members Present: Supervisors Steve Hermsen, Sharon Norton- Bauman, Lorin
Sather, Richard `Buzz' Marzolf and Bill Peavey. James Stauffer and Robert Shearer were absent
and excused.
STAFF PRESENT: Robert Heise and County Administrator — Pat Thompson
GUESTS: none
REVIEW OF AGENDA: Motion by Norton - Bauman, 2nd by Peavey to adopt the agenda.
Motion carried.
BUSINESS ITEMS
Discussion of 2012 Park Fees: Chair Hermsen began by stating that he requested these items to
be on the agenda for discussion. Hermsen requested Heise to present the information on the
spreadsheet. Heise shared that staff made a comparison of Park fees and other ancillary user fees
with similar parks in our region. The parks that were compared were the Nugget Lake
Campground in Pierce County, the U.S. Corp of Engineers campground, Eau Galle Park, the
Willow River Campground (essentially, the State Park system) and the St. Croix County Glen
Hills Campground. The spreadsheet compared fees that are assessed at various parks in
relationship to our Glen Hills Park and our County Park system. Discussion by the committee on
the various fee structures. Motion by Norton- Bauman, 2nd by Sather to adjust the St. Croix
County fee schedule for 2012 to line up with the State Park fees; with the ancillary fees, such as
the boat rental and shelter fee, to remain the same. Motion carried.
Discussion of creating a Wildwood Trail User Fee: Chair Hermsen started the discussion by
raising the question if a trail user fee should be established for bicyclist using the non - motorized
Wildwood Trail. The fee would not be assessed for walkers or runners. Heise shared with the
committee that the Wildwood Trail doesn't have a designated trail head with a parking lot and
other amenities, which is a logical location to set up a self - registration fee box. Heise shared that
currently trail users are parking along the roadways to access the Wildwood Trail. Heise
explained how the Red Cedar Trail system is set up with self - registration stations located at
various trail heads along the trail. The Wildwood Trail system in comparison is a bit more
problematic with road intersection every mile. Heise indicated that a logical location for a trail
head would be at Steven's Park in the Village of Woodville. Steven's Park is a public park, it has
adequate off road parking and it has bathroom facilities. Discussion by committee. The
committee asked if there is a minimum age for a person to be required to have a trail pass. Heise
indicated he will follow up with that question and obtain an answer. The committee feels this
will need more discussion and is requesting park staff to engage in conversation with the Village
of Woodville regarding a trail head location.
POSSIBLE AGENDA ITEMS FOR NEXT MEETING: Heise indicated he will be presenting a
resolution to the Committee on a County Conservation Aids Grant.
ADJOURN: Motion by Sather, 2nd by Peavey to adjourn the meeting at 5:06 p.m. Motion carried.
