APPROVAL OF MINUTES The minutes of the August 20, 2012 Administration Committee meeting were accepted as distributed. 1. August 20, 2012 8:30 AM RESULT: ACCEPTED PUBLIC COMMENT None BUSINESS ITEMS 1. Financial Reports Finance Director Tabatha Hansen highlighted the year-to-date financial reports for the Administration offices and elected officials. Hansen explained the different types of program revenues. The Committee would like to see grant revenues listed separately from fees for services revenue on the financial reports. County Administrator Thompson explained the financial reports. Hansen and Thompson explained the various reasons for wide variances in revenues and expenditures throughout the year. County Treasurer Laurie Noble reported back to the Committee the interest rates the County is receiving on county accounts. Discussion ensued. Hansen updated the committee on implemented procedures as recommended by the auditor report. County Treasurer Noble gave her report and updated the committee on voided checks. 2. Recommended Changes to Human Resources Handbook County Administrator Thompson explained the changes are generally a continuation of amendments made in June, 2011 to the Human Resources Handbook. These amendments reflect the change of human resources administrative and managerial discretion from the Administration Committee and supervising committees to the Human Resources Director and County Administrator. The changes further define the Administration Committee and County Board roles in certain instances. Additional changes to the Handbook will be coming in December. Motion by Supervisor Standafer, 2nd by Supervisor Hawksford to approve as reviewed the amendments to the Human Resources Handbook. Carried unanimously. 3. Preliminary 2013 Budget Review County Administrator Thompson premised the budget review update as very preliminary. Thompson and Finance Director Hansen have gone over each department’s budget with the department heads. They are still fine tuning projections on revenue and are very much in the thick of trying to reduce expenditures wherever they can. The budget will be presented to the Administration Committee on October 15th for review and then presented to the Committee of the Whole on October 23rd. Thompson’s goal is to not raise the tax levy to balance the budget. Thompson’s statutory responsibility is to recommend a budget to the Administration Committee and County Board for their consideration. ANNOUNCEMENTS & CORRESPONDENCE None.
