Administration Committee - Regular Meeting - Sep 17, 2014 5:00 PM Supervisor Schachtner indicated the minutes would stand as presented. RESULT: ACCEPTED PUBLIC COMMENT* BUSINESS ITEMS 1. Resolution Approving Alteration of Supervisory District Boundaries Resulting from an Annexation to the City of Hudson County Clerk Cindy Campbell presented the Resolution to approve the alteration of supervisory district boundaries in the City of Hudson. Motion by Kiesler, 2nd Berke to approve the Resolution Approving Alteration of Supervisory District Boundaries to the City of Hudson. Carried Unanimously. Resolution Approving Alteration of Supervisory District Boundaries Resulting from an Annexation to the Village of Somerset County Clerk Cindy Campbell presented the Resolution to approve the alteration of supervisory district boundaries in the Village of Somerset. Motion by Berke, 2nd Keisler to approve the Resolution Approving Alteration of Supervisory District Boundaries to the City of Hudson. Carried Unanimously. Government Center Vacant Space County Administrator Thompson presented a drawing of the new space to be used for Victim Witness offices in the former Veterans Service office, the relocation of the CJCC and Drug Court Coordinator positions into vacated Victim Witness space, as well as recommendations for the space in the old ADRC offices. Jim Elsbury and Administrator Thompson addressed questions from the Committee. Motion by Schachtner, 2nd by Achterhof to proceed with the Government Center Vacant Space as presented. Carried Unanimously. Market Study Analysis Process and Timeline Human Resources Director Tammy Funk addressed the Committee regarding the market study analysis process and timeline. Motion by Berke, 2nd by Sjoberg requesting Human Resources Director to solicit three proposals from outside firms for all 177 job titles, and provide a recommendation to the Administration Committee at the November meeting. Timeline for completion within 1st quarter of 2015. County Library Tax Exemptions Finance Director Tabatha Hansen presented information to the Committee showing that all the municipalities who requested the exemption qualify for the library tax exemption. Tabatha addressed questions from the Committee. A Resolution recommending the approval of the requested exemptions will be presented to the Administration Committee at its meeting on October 15, 2014. RESULT: DISCUSSED 6. 2015 Budget County Administrator Thompson and Finance Director Hansen presented the draft budget to the Committee and addressed questions. Department Heads were in attendance to present their budget and address questions from the Committee. The budget will be presented to the Committee of The Whole for approval on October 21, 2014. A great amount of time was spent by staff to close the budget gap in excess of $3 million dollars. It was accomplished by a thorough review and analysis of revenues, expense reductions, application of Health Insurance Fund Balance for HRA’s, applying excess sales tax fund balance and moving the entire debt service outside the levy limits as a true addition to the levy. Discussion regarding how to request the Hudson Library Board restore the funding level established in 2002-2003 to hold other libraries harmless from the impact of the formation of the Hudson Joint Library. Corporation Counsel Scott Cox recommended a letter be written to the Hudson Library Board versus a County Board resolution. Motion by Sjoberg, 2nd by Berke to have the County Administrator write a letter to the Hudson Area Joint Library requesting that they honor their initial commit ment, to hold the neighboring libraries harmless from the library expenses incurred when residents of the four municipalities loan books from the neighboring libraries from the Joint Library, which include: Baldwin, New Richmond, Roberts, River Falls, Somerset or any library that makes a request for reimbursement. Carried unanimously. 7. Closed session pursuant to Wis. Stat.19.85 (1)(c) to consider the County Administrator's performance evaluation. Reconvene into open session. Motion by Schachtner, 2nd by Berke to convene into executive session pursuant to Wis. Stat 19.85(1)(c) to consider annual performance evaluation of the County Administrator. Motion by Kieslder, 2nd by Berke to reconvene into open session. No action taken. Reconvened into open session.
