1. Administration Committee – Regular Meeting – May 20, 2015 5:00 PM
Supervisor Schachtner indicated the minutes would stand as presented.

1. Financial Reports
Interim Finance Director Bob Mittet presented the Financial Reports, indicating he had
no particular comments other than that Sales and Wheel tax are running right on budget.
Bob answered questions from the Administration Committee.
2. Cash Flow Analysis Presentation by Bob Moore, President, Institutional Capital
Management
Bob Moore, President of Institutional Capital Management presented on the County's rate
of cash flow and resulting investment practices and strategies. A portion of the County's
cash is invested by Institutional Capital Management and the rest remains in the State of
WI LGIP fund. The County may want to consider moving more cash to the investment
portfolio versus the LGIP fund based on performance. The County has an Investment
Policy which the Administration Committee is to periodically review. The Committee
asked Bob Moore to review the policy and provide advice on investment policy revisions
and practices at a future meeting.
3. Compensation Study Update and Preliminary Findings by Dr. Victoria McGrath,
McGrath Consulting Group
Dr. Victoria McGrath, CEO of McGrath Consulting Group, summarized work to date
during four on-site visits which included meetings with Department Heads and samples
of employees. McGrath believes all employees who wanted to provide input were
provided an opportunity, either in person, in writing, or over the phone. A market study
of pay was conducted by collecting data from 13 of 14 Wisconsin Counties. Data was
received for 209 positions. A 40-60% comp ratio was used. The results generally show
the County's wage schedules are falling behind the market. McGrath summarized issues
with existing systems which include at least 5 different wage grids, missing and
inconsistent titles and varying differences between steps and pay grades. Wage
compression was identified as an issue particularly within the Sheriff's department where
union staff can earn significant overtime. Job descriptions are inconsistent and missing
information. McGrath recommends combining most of the separate wage schedules into
one with the exception of the Health Center and Law Enforcement. A draft schedule was
distributed for review and input and Dr. McGrath addressed questions from the
Committee. McGrath reminded that her analysis is by position title rather than name, and
evaluates skills, education and outcomes.
4. 2016 Budget Guidelines
County Administrator Thompson and Interim Finance Director, Robert Mittet reviewed
the proposed 2016 Budget Guidelines and answered questions.
Motion by Kiesler, 2nd by Berke, to approve the 2016 Budget Guidelines by
Kiesler, second by Berke. Carried Unanimously.

5. Human Resources Assessment Update
County Administrator Thompson summarized the work to date. Consultant, Dean Meyer
has met with all Department Heads and will meet with Administration Committee
members, some County Board Supervisors and the Staff Advisory Committee the week
of 6/22. Meyer will provide an update to the Administration Committee in July and a
final report in August.
6. Resolution to Purchase Real Property, Adjacent to the St. Croix River Crossing Loop
Trail for a County Park and Approve Budget Amendment for the Purchase
County Administrator Thompson summarized the intent of the Resolution to purchase 6.8
acres adjacent to the River Crossing Loop Trail. Agnes Ring, Chair of the Community
Development Committee and Ellen Denzer, Community Development Director further
described the process and factors in the agreed upon purchase price.
Motion by Berke, 2nd by Sjoberg to approve the Resolution to Purchase Real
Property, Adjacent to the St. Croix River Crossing Loop Trail for a County Park
and Approve Budget Amendment for the Purchase. Carried Unanimously.

vendor selection of a new ERP Financial/Human Resources systems software.
Veterans Benefits Forum is next week Tuesday, August 23rd, from 1-5pm in New Richmond.
Annual Rodeo being put on by the Friends of the County Fair, Saturday June 20th, at the County
Fairgrounds
