Administration Committee – Regular Meeting – January 20, 2016 5:00 PM Accepted with changes to item #7, voting box to reflect 4-1 with Schachtner voting no, instead of unanimous. As well as Supervisor Scott Nelson was in attendance, not Steve Nelson. RESULT: ACCEPTED 2. Administration Committee – Special Meeting – February 2, 2016 8:30 AM RESULT: ACCEPTED PUBLIC COMMENT BUSINESS ITEMS 1. Financial Reports County Administrator Thompson presented the Financial and Treasurer's reports through December 2015. 2. Resolution Approving a 2016 Budget Amendment Allowing For The Transfer of Funds from the Undesignated Fund Balance and the Jail Improvement Fund Balance to Fund Up to a Maximum of $1.444M of 2016 CIP, and in Addition Establish a Cap on the Drawdown of the $5M State Trust Fund Loan Administrator Thompson presented the budget amendment resolution that was referred back from the County Board to Administration Committee for further discussion and review. Thompson and Finance Director Mittet addressed questions from the Committee. Motion by Sjoberg, 2nd by Kiesler to approve the Resolution as presented. Roll Call Vote: Schachtner- yes, Sjoberg-yes, Berke-no, Kiesler-yes, Achterhof-no. Tax Deed Property - County Road A, City of New Richmond Scottie Ard New Richmond City Council, District 2/, Mike Darrow, New Richmond City Administrator, Beth Thompson, New Richmond Community Development, Jane Hanson, New Richmond City Council, District 4 and Ellen Denzer St Croix County Community Development Director as well as Supervisor Ring presented background information on the County’s Tax Deed Property on the Willow River, on County Road A in the City of New Richmond. Motion by Kiesler, 2nd by Berke to sell the tax deed property in it's entirety with conservation of easement restriction as part of the sale, with the City of New Richmond and St Croix County staff working together to determine what that might be. Roll call vote: Schachtner-no, Sjoberg-yes, Berke, yes, Kiesler, yes, Achterhof, no. Resolution Amending Rules and Bylaws of the Board of Supervisors of St. Croix County Corporation Counsel Cox introduced the following changes to the Resolution: elimination of Pay for Performance for the County Administrator, change meeting time for March and November County Board meetings from 9 am to 5 pm. Achterhof requested the November meeting remain at 9 am due to the budget. Motion by Sjoberg, 2nd by Achterhof to pass the Resolution with the changes Corporation Counsel has suggested, with the exception of leaving the November meeting at 9 am instead of moving it to 5 pm. Resolution to Improve the Timeliness of Reimbursement to Contractors for the West Central Wisconsin Community Development Block Grant Housing Region Pat Thompson presented a Resolution requested by Supervisor Sjoberg to the Committee asking the State Legislature to they change their procedures when it comes to reimbursing contractors for the West Central Wisconsin Community Development Block Grant. Motion by Berke, 2nd by Sjoberg to approve the resolution with the amendment, on line 37, to replace Chippewa and St Croix Counties, with "10 counties represented by the West Central Wisconsin Community Development Block Grant Housing Region". Motion carries 5-0. Resolution Approving Alteration of Supervisory District Boundary - Village of Baldwin County Clerk Cindy Campbell presented the resolution that would alter the Supervisory District boundary by moving the annexed parcel of land from County Supervisor District 19 to County Supervisor District 18, consisting of Ward 6 in the Village of Baldwin. Motion by Berke, 2nd by Achterhof to adopt the resolution as presented. Motion carries 5-0. Library Planning Committee Report Supervisor Sjoberg presented the Library Planning Committee report that was held on January 25th. Sjoberg reported that Supervisor Dave Ostness will chair and Nancy Miller, River Falls librarian, will co-chair. The next meeting will be held on a future date in March. 8. County Payment To Public Libraries For Library Services Supervisor Sjoberg presented the history of the Hudson Area Joint Library along with the current status. Motion by Sjoberg, 2nd by Achterhof to allocate the State allowed amount of 30% of the County's rural residents revenue, otherwise due to the Hudson Area Joint library in March 2016, to the neighboring libraries in proportion to the harm it's suffered by each. Motion carries 5-0. Corporation Counsel will draft a Resolution to be brought back to a special March Administration Committee meeting. State's Proposed Changes to UW- Extension Services No Action, moved to March Administration Committee Meeting. RESULT: NO ACTION 10. Human Resources Director Report Human Resources Director Heather Murray reported on her first couple months as St Croix County's Human Resource Director. She outlined a few projects that are currently being worked on including, position management, processes, biometric screening with Healics, employee assistance program, personnel records and employee recognition dinner. Heather addressed questions from the committee. 11. Job Description Review- Assistant County Administrator Human Resources Director Heather Murray presented the updated job description for the Assisant County Administrator, which is now titled Administrative Operations Manager. This position is a downgrade to the Assistant County Administrator job description and therefore does not need committee approval. Heather answered questions and addressed the committee. Recruitment of the Administrative Operations Manager position will commence. 12. Closed session pursuant to Wis. Stat.19.85 (1)(c) to consider the County Administrator's Annual Performance Assessment. Reconvene into open session. Motion by Kiesler, 2nd by Schachtner to move into closed session. Roll Call vote.
