Members present: Standafer, Leon Berenschot, Stan Krueger, Dick King and Julie Speer. Also present: Debra Kathan, Chuck Whiting, Bob Heise, Ron Raymond, Art Jensen, and Jan Zoerb. Moved (Berenschot, Krueger) and approved to adopt the agenda as presented. Moved (Krueger, Berenschot) and approved to accept the minutes of the September 8, 2003 meeting. The next regular meeting was scheduled for 8:30 a.m. on November 3, 2003. Members from the Planning, Zoning, and Parks Committee and the Land and Water Conservation Committee met with the Personnel Committee to review the updated job description for the position of Land, Water, and Parks Director. The Director's job description was submitted to the Personnel Committee by these two Committees a few months ago for an evaluation of the description and assignment of value points which determine appropriate pay grade. The Personnel Committee had authorized the review of the position by the Hay Management Group, and subsequently approved the results that were recommended. Raymond and Zoerb indicated that the original job description submitted for Hay evaluation was not as "expansive" as it should have been and did not reflect the "full scope" of the tasks. The PZP and L/W Committees have re- written the job description and want it resubmitted for a Hay evaluation. Personnel Committee members expressed concern that the Parks and Land and Water Conservation departments were still supervised by two different committees. Jensen indicated that the committees are working toward that objective, with the additional objective of returning the recycling area to PZP jurisdiction. A proposal will be forwarded to the Administration Committee to place Parks under the jurisdiction of the Land and Water Conservation Committee. Heise and Kathan were instructed to review and revise the newest L /W/P Director job description and return it to the Personnel Committee for review at their November meeting. Kathan noted that the arbitrator in the LAW contract denied the County's request to add clarifying testimony to the record. The arbitrator's final decision in the contract matter should be issued within the next few weeks. The arbitrator assigned to the Highway Union contract has requested that final offers be submitted within ten days. The employees in the Land and Water Conservation Department have submitted a de- certification request to WERC. The Committee reviewed the direct deposit program in the County. Standafer noted that there are significant efficiencies to be realized if direct deposit was mandated for the employees. The issue will be revisited at the time of our next open negotiations with the union. Kathan explained the use of steps within salary ranges to acknowledge growth and learning within positions —steps occurring at specified times after hire, such as the six -month or one -year anniversary date. Only the highway union grid does not feature steps within each pay grid. Movement within the steps of the non -union grid assumes a continuing satisfactory job performance. Whiting stated that final figures for the health insurance renewal were still a few days away. The insurance consultant, Sara Hames, was hoping to get usage figures through September, 2003 before finalizing the rates. It appears that the coverage will continue with Preferred One. The Finance Committee will set the rates once such data is available. Standafer shared correspondence he received regarding the recent funeral of county employee Cheryl Johnson.
