February 10, 2003 COPIES TO: County Board Office, County Clerk, News Media, Notice Board, Committee Members I PERSONNEL COMMITTEE MEETING Unofficial Date: February 12, 2003 Location: Government Center, Hudson The Personnel Committee meeting was called to order at 9:30 a.m. by Chairman Daryl Standafer. Members present: Standafer, Dick King, Leon Berenschot, and Julie Speer. Excused absence: Stan Krueger. Also present: Debra Kathan and Steve Weld. Chuck Whiting was present for part of the meeting. Moved (Berenschot, King) and approved to adopt the agenda as presented. Moved (King, Speer) and approved to accept the minutes of the February 5 meeting. The next meeting was scheduled for 9:30 a.m. on February 26 at the Government Center. The Committee will be negotiating with the Land and Water Conservation group. The next mediation session was scheduled for March 6 with the Health Center (Nursing Home) Union. The Committee discussed the de- certification vote taken by the unionized Social Workers. The certified vote was received this week from the Wisconsin Employment Relations Commission which confirmed that the membership voted to have no union representation. Moved (Berenschot, Speer) and approved unanimously to extend the compensation plan in place for other non -union employees to the de- certified social workers, with a March 1 implementation date and with the costs coming from the contingency fund. Standafer indicated that he would make the contingency fund request to the Finance Committee at its next meeting. A graduated pay increase for the social workers would begin March 1, as would the 90/10 split in health insurance premiums. The non -union benefit package will be extended to this group. The Committee discussed settlement offers for the Human Services Non -Pro Union and reviewed prior negotiations with the other county unions. Motion (Berenschot, King) to go into closed session per WI Stat. 19.85 (1) c for the purpose of mediation with the Human Services Non -Pro Union. Roll call vote: all aye; moved into closed session at 10:30 a.m. Mediator for the session was Steve Bohrer. The Mediator ended the session at 12:50 p.m. Moved (Speer, King) and approved to come out of closed session at 12:50 p.m. Standafer adjourned the committee at 12:50 p.m. Respectfully submitted, Julie Speer, Secretary
