BUSINESS ITEMS
1. Review and Consideration of County Administrator Transition Plan
County Administrator Thompson reported he is resigning effective August 18, 2020. His
notice complies with the 30-day requirement in the County Administrator's contract. A
Succession Policy was adopted by the County Board on February 5, 2019 which provides
in the absence of the County Administrator the Assistant County Administrator will
assume all duties of the office until the County Board appoints a successor. Thompson
reported the resolutions in the packet were prepared for the committee's consideration
and suggested the Administration Committee decide the process for hiring a County
Administrator. Corporation Counsel Scott Cox explained the closed session is for
promotion of an employee. The process of hiring a County Administrator is not a
reason to go into closed session until contemplating making an offer to a candidate.
Assistant County Administrator Witt indicated he looks forward to serving as the
interim county administrator and endorses the process of recruitment.
RESULT: DISCUSSED-NO ACTION
2. The Committee may convene into closed session pursuant to Wis. Stat. § 19.85(1)(c)
to deliberate on promotion of a public employee to the County Administrator
position.
RESULT: NO ACTION
3. Reconvene into Open Session
RESULT: NO ACTION
4. Resolution Initiating County Administrator Search
Chair Long reported the process is in place for Assistant County Administrator Witt to
assume the County Administrator position which gives the committee more flexibility
and time to establish a recruitment process.
Discussion regarding preparing a Request for Proposal (RFP) and the external
recruitment. Motion by Ard, 2nd by Peterson to authorize Administration staff to
draft an RFP for hiring a recruiting firm for the external search of a County
Administrator. Corporation Counsel will prepare a resolution in which the
Administration Committee will be charged with authorizing the RFP, hiring a recruiting
firm, and proceeding with interviews of the recruiting firm. This resolution will be
presented to the County Board on August 4th. A special Administration Committee
meeting is scheduled for August 4th at 4:30 PM.
