1. Administration Committee – Regular Meeting – September 15, 2020 5:00 PM

BUSINESS ITEMS
1. Financial Report for September 2020
Interim County Administrator Witt explained we remain on track through September
2020 with additional expenses being offset by additional Routes to Recovery grant
revenues.
2. Tax Deed Bid Consideration
Corporation Counsel Cox reviewed bid for tax deed property in Sommerset. Moved by
Ard, seconded by Long to accept bid of $21,500 for tax deed property, lot 4 in
Sommerset. Motion carried 5-0.
RESULT: APPROVED [UNANIMOUS]

3. Resolution Adopting Budget and Establishing Tax Levy
Interim County Administrator Witt explained components of the tax levy. Moved by
Peterson, seconded by Koch to recommend approval of resolution adopting 2021
budget and establishing tax levy. Motion carried 5-0.

4. Resolution for Library Exemptions
Interim County Administrator Witt explained the library exemption resolution is a
formality acknowledging that all the municipalities have filed their exemption resolutions
in compliance with State law. Moved by Ard, seconded by Long to recommend approval
of library exemption resolution. Motion carried 5-0.

5. Consideration of Position Reclassification from Corrections Officer to Jail Sergeant
Interim County Administrator Witt explained this is the first request as part of the new
process adopted in a recent policy change for position reclassification requests. The old
policy would have been County Administrator approval and reporting once per year the
changes to Administration Committee. New process is ongoing with final approval by
Administration Committee. This request is adding a sergeant position in jail for the Day
Reporting Center and decreasing a correctional officer as offset. Moved by Koch,
seconded by Ard to approve position reclassification. Motion carried 5-0.

6. Consideration of Jurisdictional Transfer of Routes to Recovery Grants for Libraries
Covid-19 Capital Projects
Interim County Administrator Witt explained the process for a jurisdictional transfer.
Time is almost out to accomplish the requested transfers for library capital
improvements, with the deadline to spend the money November 6, 2020. Additionally,
St. Croix County has fully allocated all of the grant funding that is available for County
expenses.
RESULT: NO ACTION
7. Update on Broadband Initiatives
Interim County Administrator Witt gave an update on St. Croix County being selected as
one of six jurisdictions to participate in the WEDC Broadband Connectors Pilot program.
The program is scheduled to be concluded by the end of the year and will give the
County direction for next steps to promote broadband access.

Chair Long, St. Croix Economic Development Corporation is looking into marketing efforts to
pickup the additional funding that was not approved by the County Board this month.
