Administration Committee – Special Meeting – August 28, 2020 9:00 AM RESULT: ACCEPTED PUBLIC COMMENT BUSINESS ITEMS 1. Financial Report August 2020 Interim Administrator Witt reviewed financial report for August. RESULT: DISCUSSED 2. Resolution Retaining Ownership of Apple River Property on CTH H, Parcel 038-1051- 60-000 Interim Administrator Witt reviewed property history. Moved by Long, seconded by Ard to recommend approval of resolution retaining property. Motion carried 4-0. RESULT: RECOMMENDED [UNANIMOUS] MOVER: Bob Long, Chair SECONDER: Scottie Ard, Vice Chair AYES: Bob Long, Scottie Ard, David Peterson, William Peavey ABSENT: Carah Koch 3. Resolution Adopting Personnel Policies HR Director Davies-Fox reviewed 4 personnel policies up for review. Moved by Long, seconded by Peterson to recommend resolution approving personnel policies. Motion carried 4-0. RESULT: RECOMMENDED [UNANIMOUS] MOVER: Bob Long, Chair SECONDER: David Peterson, Supervisor AYES: Bob Long, Scottie Ard, David Peterson, William Peavey ABSENT: Carah Koch 4. Resolution Authorizing Fund Balance Transfer Interim Administrator Witt provided an overview of fund balances. Moved by Long, seconded by Peterson to recommend resolution to the County Board for fund balance transfer. Motion carried 4-0. RESULT: RECOMMENDED [UNANIMOUS] MOVER: Bob Long, Chair SECONDER: David Peterson, Supervisor AYES: Bob Long, Scottie Ard, David Peterson, William Peavey ABSENT: Carah Koch 5. Resolution Amending 2020 St. Croix County Budget (4) Interim Administrator Witt introduced the budget amendment to reallocate funds for economic development initiative. Moved by Peavey, seconded by Ard to recommend resolution for budget amendment #4. Motion carried 4-0. RESULT: RECOMMENDED [UNANIMOUS] MOVER: William Peavey, Supervisor SECONDER: Scottie Ard, Vice Chair AYES: Bob Long, Scottie Ard, David Peterson, William Peavey ABSENT: Carah Koch 6. County Administrator Report on Position Reclassification Interim Administrator Witt reported on position reclassification's that occurred in 2020. RESULT: DISCUSSED 7. Review of 2021 Budget Request Interim Administrator Witt and Interim Finance Director Simington reviewed 2021 departmental budget request. Step increases and a 6.82% increase in health insurance are the main budget increases. RESULT: DISCUSSED 8. Resolution Charge Back Illegal Real Estate Taxes Corporation Counsel Cox reviewed the illegal tax resolution. Moved by Peterson, seconded by Peavey to recommend resolution on illegal taxes. Motion carried 4-0.
