Administration Committee – Regular Meeting – October 20, 2020 5:00 PM RESULT: ACCEPTED PUBLIC COMMENT A couple of citizens spoke regarding declaration of emergency extension. BUSINESS ITEMS 1. Financial Report for October 2020 Interim County Administrator Witt reviewed the October financial report. Sales tax revenues are continuing to be strong. RESULT: DISCUSSED 2. Consideration of Unmarketable Tax Deed Property Interim Administrator Witt and Corporation Counsel Cox explained the un-marketable tax deed properties. The properties consist of retention ponds and roadways that fell into tax foreclosure. No buyers for the properties, looking to transfer to local municipalities or adjacent property owners. Moved by Long, seconded by Peterson transfer to any party necessary to clear them from the County inventory. Motion carried 5-0. RESULT: APPROVED [UNANIMOUS] MOVER: Bob Long, Chair SECONDER: David Peterson, Supervisor AYES: Bob Long, Carah Koch, Scottie Ard, David Peterson, William Peavey 3. Consideration of Applying for Broadband Forward Community Status with PSC Interim Administrator Witt reviewed model ordinance provided by the PSC. The benefits and issues associated with the Broadband Forward Community program were evaluated. Interim Administrator Witt requested the Transportation Committee and the Community Development Committee to review their ordinance and processes related to broadband projects to see if there are changes to get closer to the model ordinance. Once those reviews are done, we will submit our ordinance(s) to the PSC to see if St. Croix County qualifies for the Broadband Forward Community designation. RESULT: NO ACTION 4. Resolution Extending Covid-19 Emergency Declaration Moved by Ard, seconded by Peterson to recommend resolution extending the end date of the Covid-19 Emergency Declaration until June 30, 2021. Motion carried 5-0. RESULT: RECOMMENDED [UNANIMOUS] MOVER: Scottie Ard, Vice Chair SECONDER: David Peterson, Supervisor AYES: Bob Long, Carah Koch, Scottie Ard, David Peterson, William Peavey 5. Consideration of Reclassification Request for Occupational Therapist to Speech Therapist and Corrections II to Inmate Program and Education Coordinator Interim Administrator Witt reviewed the two reclassification request, one in Children Services and one in the Jail. Moved Ard, seconded Peavey to approve reclassification requests. Motion carried 5-0.
