PERSONNEL COMMITTEE MEETING

The Personnel Committee meeting was called to order at 8:30 a.m. by Chairman
Daryl Standafer. Members present: Standafer, Leon Berenschot, Stan Krueger, Dick
King, and Julie Speer. Also present: Debra Kathan, Bob Heise, and Art Jensen.
Moved (Berenschot, Krueger) and approved to adopt the agenda as presented.
Moved (Speer, King) and approved to accept the minutes of the March 6, 2003 meeting.
The next meeting was scheduled for 8:30 a.m. on May 5.
Bob Heise, Land, Water and Parks Director and Art Jensen, Chairman of the
Planning, Zoning, and Parks Committee and the Land and Water Conservation
Committee appeared before the Personnel Committee to review the reorganization of the
Parks Department. They requested that the revised job descriptions in the Parks
Department be approved and submitted for classification/compensation review. Jensen
indicated that the reorganization and revised job descriptions had been approved
unanimously by both supervising committees. The job descriptions have been reviewed
by the Personnel Department. Discussion regarding the input generated from existing
staff and the progress toward opening Homestead Parklands to the public. Moved
(Berenschot, Krueger) and approved to adopt the job descriptions as presented. Moved
(Speer, Krueger) and approved to submit the following job descriptions to the Hay Group
for a classification review: Land, Water and Parks Director; County Parks Site Manager;
County Parks Operations Manager; County Parks Maintenance Manager.
Kathan noted that Michelle Pietrick was hired as the County's new Finance
Director. She will be starting work on April 28. Kathan distributed updated materials
regarding the final offers of the County and each bargaining unit as we prepare for
arbitration. No arbitrator has been selected for any of the bargaining units. Several
employees in the Wisconsin Employment Relations Commission are expected to receive
staff lay -off notices prior to the end of the state's fiscal year on June 30.
