Administration Committee – Regular Meeting – June 15, 2021 5:00 PM RESULT: ACCEPTED PUBLIC COMMENT The director of the Deer Park Public Library spoke regarding Resolution Amending 2021 Budget and requested permission from the board to answer questions regarding library funding during the session. BUSINESS ITEMS 1. Financial Report for June 2021 Administrator Witt discussed the June 2021 financial report. The current budget is on track and April 2021 has been the largest month of sales tax collection the county has had. 2. Resolution Amending 2021 Budget (3) Scott Cox from Corporation Counsel was consulted on this resolution due to potential legal issues. Cox stated that it is an impermissible use of general funds. The board decided to take no action at this time. RESULT: NO ACTION 3. 2020 Audit Report with Brock Geyen, CPA, Clifton Larson Allen LLP The audit was not ready at this time and will be delayed until next months meeting. 4. Consideration of Amending County Board Rules and Bylaws for Public Comment Guidelines Current guidelines for public comment were discussed. Supervisor Peterson discussed the potential to limit public comment to items on the agenda. There was a general discussion on pros and cons of this. Many of the supervisors discussed concerns of limiting public comment and that the public should have an outlet to be heard and one that allows them to speak up. The board decided to take no action at this time and there was no motion. RESULT: NO ACTION 5. Resolution Updating Personnel Policies HR Director Davies- Fox discussed 4 policies that were evaluated including one that was removed and how other policies were updated to reflect current HR practices. 6.13 is a new policy that was created. The resolution was moved by Supervisor Ard and seconded by Supervisor Peavy. Motion carried 5-0. RESULT: RECOMMENDED [UNANIMOUS] MOVER: Scottie Ard, Vice Chair SECONDER: William Peavey, Supervisor AYES: Bob Long, Carah Koch, Scottie Ard, David Peterson, William Peavey REQUEST FOR FUTURE AGENDA ITEMS None. ANNOUNCEMENTS & CORRESPONDENCE Supervisor Ard discussed an upcoming volunteer opportunity on Wednesday July 28th for a point in time count for homeless in St. Croix County. More information can be found on The Bridge and the Salvation Army websites. CLOSED SESSION 1. Closed Session per Wisconsin State Statue 19.85(1)(e) for deliberation regarding strategy for union contract negotiations. The motion to begin a closed session was moved by Supervisor Ard and Seconded by Supervisor Koch. Motion carried 5-0. Return to Open Session The motion to end the closed session was moved by Supervisor Ard and seconded by supervisor Peterson. Motion carried 5-0.
