1. Financial Report for November 2021
County Administrator Witt reviewed the financial report. Everything is looking good as
we approach year end.
RESULT: DISCUSSED
2. Consideration of Tax Deed Bids - Village of Baldwin
County Clerk Campbell reviewed the one bid for property in Village of Baldwin for
$30,100. Moved by Peterson, seconded by Koch to accept bid of $30,100. Motion
approved 4-0.
RESULT: APPROVED [UNANIMOUS]

3. Resolution Establishing Broadband Grant Programs and Amending 2022 Budget (1)
County Administrator Witt reviewed resolution creating broadband grants. Moved by
Koch, seconded by Long to recommend broadband resolution. Motion carried 4-0.

4. Resolution Amending Rules and Bylaws to Allow for Remote Attendance
County Administrator Witt reviewed an idea for allowing remote attendance at meetings
for the next 3 months due to increasing Covid numbers. Moved by Long, seconded by
Peterson to recommend resolution temporarily modifying the County Rules and Bylaws.
Motion carried 4-0.

5. Resolution Amending Personnel Policies and Procedures Handbook
HR Director Davies-Fox reviewed personnel policy updates. Moved by Peterson,
seconded by Ard to recommend resolution updating personnel policies. Motion carried
4-0. HR Director Davies-Fox to adjust wording on Solicitation policy to clarify intent.

6. Discussion on Compensation Planning for Public Employees
County Administrator Witt discussed ideas due to staffing challenges. COLA,
compression, retention increases. Guidance was to review and bring back programs in
more detail.
7. Consideration of 2023 Budgeting Process and Timeline
County Administrator Witt discussed budget process for 2023 budget. Guidance was to
start process in March as we had last year, with the acknowledgement that some of the
newly elected officials in April will need be a little behind in the process.
8. Consideration of Next Steps in Government Center Project
County Administrator Witt reviewed next steps in the Government Center project. Timing
and wording for resolution were reviewed. Recommendation that wording should be $87
million and other authorized CIP projects.
