Administration Committee – Special Meeting – August 25, 2021 2:30 PM RESULT: ACCEPTED PUBLIC COMMENT BUSINESS ITEMS 1. Update on Broadband Study from Jack Maytum of Design Nine Broadband survey results shared by Jack Maytum of Design Nine. RESULT: DISCUSSED 2. Financial Report for August 2021 Administrator Witt reviewed August financial report. RESULT: DISCUSSED 3. Resolution to Charge Back Municipalities Due to Illegal Real Estate Taxes Treasurer Anderson explained the annual resolution to correct tax errors. Moved by Peterson, seconded by Ard to recommend resolution. Motion carried 5-0. RESULT: RECOMMENDED [UNANIMOUS] MOVER: David Peterson, Supervisor SECONDER: Scottie Ard, Vice Chair AYES: Bob Long, Carah Koch, Scottie Ard, David Peterson, William Peavey 4. Resolution Amending 2021 Budget (4) for CT Scanner CIP Project Change in scope for capital improvement project for the medical examiner, changing from a Lodox machine to a refurbished CT Scanner. Both projects are intended to allow the medical examiner to decrease the number of autopsies required, which cost $1400 each. Increase in project cost is $17,816, without any grant monies on the revised project. Moved by Koch, seconded by Ard to recommend resolution. Motion carried 4-1 with Long voting against. RESULT: RECOMMENDED [4 TO 1] MOVER: Carah Koch, Supervisor SECONDER: Scottie Ard, Vice Chair AYES: Carah Koch, Scottie Ard, David Peterson, William Peavey NAYS: Bob Long 5. Reclassification of Positions: Lead COMPAS Assessor/Pretrial Case Manager, ERP Analyst, IT Analyst-Security HR Director Davies-Fox presented 3 reclassification requests, two in IT and one in Justice Services. Moved by Ard, seconded by Peavey to approve reclassification requests. Motion carried 5-0. Resolution Authorizing Fund Balance Transfer County Administrator Witt reviewed fund balances and recommendation to transfer excess unassigned general fund balance to the CIP fund. Moved by Peterson, seconded by Ard to recommend resolution. Motion carried 5-0. Resolution Approving 2022-2026 Capital Improvement Plan (CIP) and Providing for 2022 CIP Funding County Administrator Witt provided updated 5 year capital improvement plan based on input from the Committee of the Whole review. All projects are still on the list. Approval of the resolution is only recommending funding for the 2022 projects and continued evaluation of future year projects. Moved by Long, seconded by Peterson to recommend resolution. Motion carried 5-0. Review of 2022 Department Budget Request County Administrator Witt reviewed departmental budget requests. RESULT: DISCUSSED-NO ACTION 9. Report on New Positions for 2022 Budget County Administrator Witt reported on 2022 position requests and the net new 3.37 positions that will be included in the County Administrator recommended budget. RESULT: DISCUSSED-NO ACTION 10. Resolution Updating St. Croix County Wage Grid County Administrator Witt reviewed two main changes to the wage grid. One change adjust the grid range in lieu of being able to offer a COLA adjustment to the pay rates. The second change is eliminating rates below $15 to make the County more competitive as an employer in the local market. Moved by Long, seconded by Peterson to recommend resolution. Motion carried 5-0.
