Administration Committee – Regular Meeting – December 21, 2021 5:00 PM RESULT: ACCEPTED PUBLIC COMMENT BUSINESS ITEMS 1. Initial Resolution Authorizing the Issuance of $90,965,000 General Obligation Bonds, Series 2022A Sean Lentz from Ehlers provided financial overview of government center project and related debt issue. Rolled into the debt issue is a refinancing of $2,890,000. Including the refinancing will result in interest expense savings. The $87 million dollar government center expansion will result in a mill rate increase of about forty cents per thousand dollars of equalized value. It will increase the County mill rate from $3.11 to $3.51, which is what the mill rate was two years ago. With the population of the County increasing from 50,000 to over 90,000 since the current building was built in 1993, the question is only when an expansion will be needed, not if an expansion is needed. Investing in the Government Center now will be the most cost effective time for the taxpayers with interest rates at historic lows. Moved Long, seconded Peterson to recommend resolution authorizing initial borrowing. Motion carried 4-0. Resolution Amending 2022 Budget(2) Updating Capital Improvement Plan for Government Center Addition County Administrator Witt explained the amendment to the CIP budget allows for the government center project to start in 2022 instead of 2023. Moved by Long, seconded by Koch to recommend resolution amending 2022 budget. Motion carried 4-0. Resolution Adopting Updated Personnel Policies HR Director Davies-Fox reviewed personnel policy changes. Moved by Long, seconded by Peterson to recommend resolution adopting updated personnel policies. Motion carried 4-0.
