Administration Committee – Special Meeting – April 4, 2022 4:30 PM RESULT: ACCEPTED PUBLIC COMMENT None. BUSINESS ITEMS 1. Election of Committee Chair Supervisor Long nominated Supervisor Koch for the Committee Chair. Moved by Supervisor Long and seconded by Supervisor Berning. Motion carries 4-0. RESULT: APPROVED [UNANIMOUS] MOVER: Bob Long, Supervisor SECONDER: Paul Berning, Supervisor AYES: Bob Long, Carah Koch, Paul Berning, Bob Feidler EXCUSED: Scott Counter 2. Election of Committee Vice Chair Supervisor Feidler made a motion to nominate Supervisor Counter as Committee Vice Chair. Seconded by Supervisor Berning. Motion carries 4-0. RESULT: APPROVED [UNANIMOUS] MOVER: Bob Feidler, Supervisor SECONDER: Paul Berning, Supervisor AYES: Bob Long, Carah Koch, Paul Berning, Bob Feidler EXCUSED: Scott Counter 3. Establish Regular Meeting Schedule The committee discussed the pros and cons of when to hold the regular scheduled Administration Committee Meeting. The committee decided to hold the meeting on the 2nd Tuesday of each month. Moved by Supervisor Feidler and seconded by Supervisor Long. Motion carries 4-0. Resolution Establishing 2023 Budget Priorities and Guidelines County Administrator Witt discussed the decision matrix for budget priorities which covered the top five priorities ranked from 1-5 for the 2023 budget. He also highlighted that this would include a review of the mandated services list, which includes all services (mandated and non mandated) the County offers. Supervisor Long emphasized the importance of communicating how the items in the budget are related to each other and not mutually exclusive. Supervisor Feidler wanted to include language to this resolution that would add looking at the tax burden and working to minimize a cost increase to taxes for residents of St. Croix County as part of the 2023 budget. After discussing this recommendation a motion was made to revise this resolution to include the following: WHEREAS, as the St. Croix County Board of Supervisors is sensitive to the nature of the tax burden on the residents of St. Croix County, we request the County Administrator to identify and pinpoint in his final budget proposal, depending on the data relative to the revenue and tax levy limit, the reduction of the equalized tax levy rate through the appropriate application of excess funds in the unassigned fund balance; NOW, THEREFORE, BE IT RESOLVED that the St. Croix County Board of Supervisors hereby establishes the following categorical priority guidelines for the County Administrator to consider, focusing on reducing the equalized tax levy rate by utilizing the unassigned fund balance, when putting together the 2023 budget: Moved by Supervisor Feidler and seconded by Supervisor Berning to include proposed changes recommended by Supervisor Feidler. Motion Carries 4-0.
