Administration Committee – Regular Meeting – September 12, 2023 5:00 PM Meeting minutes from September 12, 2023 was accepted. RESULT: ACCEPTED PUBLIC COMMENT BUSINESS ITEMS 1. Financial Reports for September Administrator Witt discussed the financial reports for September 2023. RESULT: DISCUSSED 2. Resolution Adopting 2024 Budget and Establishing Tax Levy Administrator Witt discussed the resolution adopting 2024 budget and establishing tax levy. Long motioned, Feidler second to approve the resolution adopting 2024 budget and establishing tax levy. Motion carried 5-0. RESULT: RECOMMENDED [UNANIMOUS] Next: 11/7/2023 5:00 PM MOVER: Bob Long, Supervisor AYES: Bob Long, Carah Koch, Paul Berning, Bob Feidler, Scott Counter 3. Discussion on Review of Bailiff Compensation Human Resources Director Audrie Haycraft discussed Bailiff compensation. RESULT: DISCUSSED 4. Reclassification Request for Jail Social Worker I/II to Jail Social Worker I/II/III Haycraft discussed the reclassification request for Jail Social Worker I/II to Jail Social Worker I/II/III. Long motioned, Koch second to approve the reclassification request for Jail Social Worker I/II to Jail Social Worker I/II/III. Motion carried 5-0. RESULT: APPROVED [UNANIMOUS] MOVER: Bob Long, Supervisor SECONDER: Carah Koch, Chair AYES: Bob Long, Carah Koch, Paul Berning, Bob Feidler, Scott Counter 5. Resolution Amending Purchasing Policy Finance Director Chuck Myers discussed the purchasing policy. Koch motioned, Long second to approve the resolution to amending purchasing policy. Motion carried 5-0. RESULT: RECOMMENDED [UNANIMOUS] Next: 11/7/2023 5:00 PM MOVER: Paul Berning, Supervisor SECONDER: Bob Long, Supervisor AYES: Bob Long, Carah Koch, Paul Berning, Bob Feidler, Scott Counter 6. Resolution for Amendment #5 to the 2023 Budget for ARPA Uses Administrator Witt discussed the resolution for amendment #5 to the 2023 Budget for ARPA uses. Berning motioned, Long second to approve the resolution amendment #5 to the 2023 Budget for ARPA uses. Motion by Feidler, Second by Long to amend the Resolution for Amendment #5 to remove CASA and HVAC funding and replace with $45,000 to Salvation Army and $45,000 to Turning Point. Amendment failed, 1 yes and 4 no's by Long, Koch, Berning, and Counter. Voted on the original resolution to approve the amendment #5 to the 2023 Budget for ARPA uses. 3 yes and 2 no's by Berning and Counter. Motion carried 3-2.
