1. Administration Committee – Regular Meeting – January 16, 2024 5:00 PM
January minutes was accepted.

There was 29 public comments requesting a resolution for a pause in refugee resettlement in St.
Croix County.
BUSINESS ITEMS
1. Financial Reports for January 2024
Administrator Ken Witt discussed the financial reports for January 2024.
RESULT: DISCUSSED
2. Resolution Establishing Compensation for Elected Officials for the Years 2025-2028
Administrator Witt explained the resolution establishing compensation for elected
officials for the years 2025-2028. Counter motioned, Feidler second to recommend
resolution establishing compensation for elected officials for the years 2025-2028.
Motion carried 4-0.

3. Reclassification Request for Public Health Program Support Associate to an
Environmental Health Technician
Human Resource Director Audrie Haycraft discussed the reclassification for Public Health
Program Associate to the Environmental Health Technician. Counter motioned, Feidler
second to reclassify the Public Health Program Associate to the Environmental Health
Technician. Motion carried 4-0.
RESULT: APPROVED [UNANIMOUS]

4. Ordinance to Repeal Chapter 9 of the St. Croix County Code of Ordinances - County
Supervisory Districts – and Recreate Chapter 9 to County Supervisory Districts and
Nomination Papers
Corporation Council Heather Amos discussed the ordinance to repeal Chapter 9 of the
St. Croix County Code of Ordinances - County Supervisory Districts - and recreate
Chapter 9 to County Supervisory Districts and nominations papers. Motion Counter,
second Berning to postpone to repeal Chapter 9 of the St. Croix County Code of
Ordinances - County Supervisory Districts and nomination papers until the population of
St. Croix County reaches 100,000. Motion carried 4-0.

5. Resolution Amending 2024 Budget For Referendum Education
Administrator Witt discussed the resolution amending 2024 budget for Referendum
education. Berning motioned, Counter second to bring the resolution to the County
Board without recommendation from the Administration Committee. Motion defeated 2-
2, Koch and Feidler voted no. Koch motioned, Feidler second to recommend the
resolution amending 2024 budget for Referendum education. Motion carried 3-1,
Berning voted no.

Administrator Witt reviewed the ARPA projects, timing, and remaining balances.

ANNOUNCEMENTS & CORRESPONDENCE
There will not be a meeting in March and April. Chair Koch thanked the committee for working
together as this was her last meeting with the Administration Committee.
