Public: Crystal Williamson, Susan Meyers, Ben Hanke MINUTES APPROVAL 1. Board of Adjustment – Regular Meeting – July 23, 2015 8:30 AM RESULT: ACCEPTED PUBLIC HEARINGS 1. Conditional Use Permit to have an indoor recreation facility, pursuant to Section 17.18 (9) n. of the St. Croix County Zoning Ordinance Opened hearing at 8:33am. Blackburn presented staff report and findings. Crystal Williamson present and signed in. Supervisor Peterson reported he has discussed this application with County Board Supervisor Andy Brinkman who knows the applicant and supports this application. 2. Conditional Use Permit to replace existing stairs to St. Croix River, pursuant to Section 17.36 H. 12. of the St. Croix County Zoning Ordinance Dantoin presented staff report and findings. Pat Huber, 274 Cove Road, contacted CDD staff by phone this morning to speak in favor of this application. Wis. Department of Natural Resources Regional Water Specialist Mike Wenholtz, exhibit 4, submitted comments in favor of proposal. Steve Olson answered BOA questions. Susan Meyers, 256 Cove Road - neighbor, spoke in favor. SITE VISITS BUSINESS ITEMS 1. Conditional Use Permit Application Commercial Use -- Cricket Enterprises LLC RESULT: APPROVED [UNANIMOUS] MOVER: David Niccum, Citizen SECONDER: Edward Sontag, Citizen AYES: Buck Malick, David Peterson, David Niccum, James Nelson, Edward Sontag 2. Conditional Use Permit Application to Rebuild Stairs in St. Croix Riverway -- Reiser RESULT: APPROVED [UNANIMOUS] MOVER: James Nelson, Citizen SECONDER: David Peterson, Vice Chair AYES: Buck Malick, David Peterson, David Niccum, James Nelson, Edward Sontag 3. Request approval of Bylaw amendment (three-year refiling) MOTION: Change bylaws of the Board of Adjustment from a 1 to a 3 year rule for refiling same application (page 12 article 8 section 1). Discuss onsite visit for Calda Donna LLC/Ben Hanke variance and Conditional Use Permit request The applicant, Calda Donna LLC/Ben Hanke, has requested the BOA members view the site prior to the public hearing so that they may see the site with leaf-on conditions. The application will not be before the BOA for a hearing until the September or October meeting when the site will have partial leaf-off conditions. BOA members decided to visit the site while on site visits today. Chair Malick stated there would be no discussion by Board members while at the Calda Donna LLC/Ben Hanke site.
