MINUTES OF THE ST. CROIX COUNTY TRANSPORTATION COMMITTEE
Meeting of October 10, 2011
The meeting was called to order by Chair Rebholz at 8:30 a.m.
Roll call was taken with Rebholz, Schrank, Hurtgen, Sicard and Peavey in attendance.
Others present for all or parts of the meeting included County Board Chair -Daryl Standafer,
State Senator - Shiela Harsdorf, State Representative -John Murtha, State Representative -
Dean Knudson, Mark Ploederer of WisDOT, Jeff Abboud of WisDOT, LeAnn Ralph of
Glenwood City Tribune, Crystal Booth with the City of Glenwood City, Doug Doornink with
the City of Glenwood City, Scott Schone with the City of Glenwood City, Glenwood City
Mayor -John Larson, Pat Thompson, Tim Ramberg, Randy Gunderson, Jeff Durkee, Rich
Loney and Jane Bond.
A motion was made and seconded (Schrank/Hurtgen) to approve the minutes of the
September 12, 2011 meeting as presented. Motion carried.
Bond reviewed the minutes from the September 29, 2011 Safety Committee meeting. A
motion was made and seconded (Schrank/Hurtgen) to approve the September 29, 2011
Safety Committee minutes as presented. Motion carried.
Financial Report: Bond distributed the August 31, 2011 financial report.
Consider Vehicle Registration Fee Request: Rebholz announced the purpose of this
agenda item is two fold, it is in response to a request to consider confirmation of the
County's current Vehicle Registration Fee, and to offer information regarding the statistics
and success of Vehicle Registration Fee program in St. Croix County. He also noted it is to
confirm the Transportation Committee's stand on the impending bill Representative
Knudson is proposing on wheel tax referendums. Ramberg gave an overview of the
history of St. Croix County's Vehicle Registration Fee resolution, and how the funding is
used exclusively for county road maintenance. He also discussed the negative impact
Knudson's bill may have on St. Croix County's roads should it pass. Ramberg and
Rebholz answered questions from those present. Assemblyman Knudson reviewed his
proposed bill. A motion was made and seconded (Rebholz/Schrank) to recommend to the
County Board that no changes be made to the County's current Vehicle Registration Fee
resolution for reasons discussed. Motion carried.
Consider Jurisdictional Transfer Request with WisDOT: Ramberg introduced a preliminary
request from WisDOT to consider a jurisdictional transfer of roadway in the Glenwood City
area for CTH G and STH 170. Ploederer and Abboud of WisDOT explained the purpose of
the preliminary request along with future roadway maintenance planned for STH 170.
Ramberg invited input from the City of Glenwood as they would be affected if the transfer
would occur, and would possibly be asked to consider taking over jurisdiction of the portion
of the road within the city limits as part of the County's consideration of the transfer
request. WisDOT explained the steps that would occur if a transfer does take place,
including financial compensation to the respective local unit of governments involved, and
how the costs would be calculated for each. After additional questions and comments, a

motion was made and seconded (Peavey /Schrank) to table this item for a future meeting
so additional information can be analyzed. Motion carried.
2012 Budget Update: Thompson updated the Committee on the 2012 budget process. He
noted that final health insurance numbers are being worked on, but was confident with the
overall County budget as it stands today.
Ramberg reviewed the following announcements and correspondence with the Committee:
• Xcel Energy proposed utility facility upgrades along CTH "C ".
• 2012 WisDOT routine maintenance agreement (RMA)
• Overview of 2012 general transportations aids to the Highway Department.
• Request from a town to do winter maintenance for them.
• Discussion of intergovernmental work for local units of governments regarding billing
a time and material basis according to the State Uniform Cost Accounting Manual.
• Update on WisDOT's additional funding (1310 request) to cover excess expenses
that occurred on the State highway system from the 2010 -2011 winter season.
Rebholz updated the group on the recent rail coalition meetings he attended.
Adjournment: Rebholz called for adjournment at 11:57 a.m. with unanimous consent of the
Committee.
