The Board members introduced themselves. Malick gave a brief explanation of the role of the Board. Kurt Hexum, applicant and Mike Gerrits with Morton Buildings APPROVAL OF MINUTES 1.Board of Adjustment – Regular Meeting – December 1, 2016 8:30 AM RESULT:ACCEPTED PUBLIC HEARINGS 1.Administrative Appeal - Hexum - Town of Star Prairie Droher outlined the site location, explained the site background and outlined CDD staff summary. Applicant Kirk Hexum outlined his history and the economics of his appeal and argued his case is different than others. Hexum explained he thought he had all his bases covered and he was never told of the paving requirement when the Town of Star Prairie issued him the permit. Discussion regarding Township vs County roles concerning permits. Discussion regarding storm water management (run-off) with asphalt on this site. Discussion regarding alternative options to pavement. Mike Gerrits (sp?) with Morton Buildings spoke on behalf of Hexum explaining no paving requirements were outlined when the building was built. The Board recessed at 9:44am to view the property. Re-convened the public hearing at11:53am. Denzer and Droher presented the Findings of Fact and Conclusions of Law and fielded questions from the Board. Discussion regarding the definition of "paved". Discussion regarding if an exception is made for this case, then having to approve gravel for all commercial sites. Chair Malick closed the public hearing at 12:19pm. RESULT:CLOSED SITE VISITS The Board visited the Hexum site located at 2265 County Road C in the Town of Star Prairie. BUSINESS ITEMS 1.Administrative Appeal - Hexum - Town of Star Prairie Discussion regarding the items outlined in the Findings of Fact Conclusions of Law, looking into this issue further and time-frame for the applicant to comply. Motion by Sontag, 2nd by Peterson to deny the applicant's appeal. Motion Carried (Nelson voted no). RESULT:APPROVED [4 TO 1] MOVER:Edward Sontag, Citizen SECONDER:David Peterson, Vice Chair AYES:Buck Malick, David Peterson, David Niccum, Edward Sontag NAYS:James Nelson ANNOUNCEMENTS & CORRESPONDENCE Denzer introduced Nicole Hays, Land Use Technician. Nicole provided her background. Denzer announced training in River Falls on March 21st (Zoning training) and on April 26th (Board of Adjustment training). ADJOURN Adjourned at 12:48pm.
