Board of Adjustment – Regular Meeting – July 25, 2019 8:30 AM RESULT: ACCEPTED PUBLIC HEARINGS If not concluded on August 22, 2019 will continue on August 23, 2019. 1. Continuation from July 25, 2019 Hearing - Conditional Use Permit Request - Town of Hudson - Zappa Hearing opened at 8:33 AM. Hearing closed at 8:55 AM 2. Conditional Use Request for a two-family dwelling - Haffner - Town of Star Prairie Hearing opened at 8:55 AM. Hearing closed at 4:13 PM 3. Conditional Use Request for a Substation for electrical power - Alvermann - Town of Cylon Hearing opened at 9:08 AM. Recess at 9:30 AM - 9:36 AM. Hearing closed at 4:15 PM 4. Conditional Use Request - Moll - Town of Pleasant Valley - Carried forward from April 25, 2019 meeting Hearing opened at 9:37 AM. Hearing closed at 4:38 PM. SITE VISITS 2:38 PM - 4:13 PM BUSINESS ITEMS 1. Conditional Use Permit for a Land Division - Town of Hudson - Zappa Sarah Borrell, Land Use Specialist, gave the staff report. Community Development Director Ellen Denzer reported that she met with Starrwood Homeowner's Association (HOA) on August 21, 2019. Denzer clarified for the record the following: The Starrwood Conservancy Area is private open space not a private park. The Landmark Conservancy Land Trust is a party to the conservancy easement not an owner. The County has no intent to access the Starr Wood HOA conservancy area. The County will post signs on its property as needed indicating private property ahead - no trespassing. The County has no intent to join the Starr Wood Homeowner's Association. MOTION: To approve the request for a conditional use permit in the Town of Hudson for the Zappa property. RESULT: APPROVED [UNANIMOUS] MOVER: David Peterson, Vice Chair SECONDER: Joe Miller, Citizen AYES: Buck Malick, David Peterson, David Niccum, James Nelson, Joe Miller 2. Conditional Use Request for a two-family dwelling - Haffner - Town of Star Prairie Shelby Emerson, Land Use Technician II, gave staff report and findings. MOTION: To approve the request for a two-family dwelling and adopt the staff recommendations and findings. RESULT: APPROVED [UNANIMOUS] MOVER: Joe Miller, Citizen SECONDER: David Peterson, Vice Chair AYES: Buck Malick, David Peterson, David Niccum, James Nelson, Joe Miller 3. Conditional Use Request for an Electrical Substation - Alvermann - Town of Cylon Nicole Hays, Land Use Technician II, gave staff report and findings. MOTION: To approve the application for a conditional use for a substation as presented by the staff. RESULT: APPROVED [UNANIMOUS] MOVER: David Niccum, Citizen SECONDER: James Nelson, Citizen AYES: Buck Malick, David Peterson, David Niccum, James Nelson, Joe Miller 4. Conditional Use Request - Moll - Town of Pleasant Valley - Manure Processing Facility Sarah Borrell, Land Use Specialist, gave the staff report and findings updated. Two additional exhibits came in since the report was prepared. Those are exhibits 68 and 69, handed out to the board. Recessed at 4:40 PM. Resume on 8/23/2019 at 10:03 AM.
